Job Summary
This position is located with the Bureau of Indian Affairs, Eastern Region, Superintendent - Cherokee Agency, Deputy Superintendent - Trust Services, Forestry in Cherokee, North Carolina. It will be filled from SPD# DOI125.
Major Duties
- Incumbent directs all phases of the fire management program with a moderate complexity level and is responsible for program planning, direction, coordination and evaluation.
- Analyzes current fire management plans and initiates changes within guidelines or makes recommendations to meet changing conditions.
- Ensures the fire management program is in compliance with environmental laws, regulations and policies. Develops and reviews fire prevention plans. Coordinates plans of action with affected cooperators.
- Coordinates program activities with federal, state, tribal, and local government entities/agencies. Manages unit aviation programs or operations and ensures that all phases of fire and aviation management planning are completed.
- Directs and supervises the budget formulation process to assure balance in the fire organization at varying levels of funding.
- Monitors the expenditure of funds to assure fiscal integrity and correct application of financial standards.
- Reviews preparedness actions and operating plans used in the management of wildland fires. Serves on various interagency committees, teams and work groups dealing with specific local, geographic, or national fire management issues.
- Ensures the fuels management program is consistent with ecosystem management principles and land use plans.
- Monitors fire season severity predictions, fire behavior, and fire activity levels and takes appropriate actions to ensure safe, efficient and effective operations.
- Plans and directs work to be accomplished, sets and adjusts priorities, and prepares schedules for completion of work.

This position has been identified as one of the key fire management positions under the Interagency Fire Program Management (IFPM) Standard.This position has been categorized as a Unit Fire Program Manager - Moderate Complexity and requires selectee to meet the minimum qualification standards for IFPM prior to being placed into the position. BASIC REQUIREMENT FOR GS-0401:
A. Degree: biological sciences, agriculture, natural resources management, chemistry, or related disciplines appropriate to the position. OR
B. Combination of education and experience: courses equivalent to a major in biological sciences, agriculture or natural resources management, or at least 24 semester hours in biological sciences, natural resources, wildland fire management, forestry, or agriculture equivalent to a major field of study, plus appropriate experience or additional education that is comparable to that normally acquired through the successful completion of a full 4-year course of study in the biological sciences, agriculture, or natural resources. ADDITIONAL EXPERIENCE REQUIRED: In addition to meeting the basic entry level qualification requirements, applicants must have the following: GS-11: 1 year of specialized experience equivalent to the GS-9 grade level OR 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. SPECIALIZED EXPERIENCE For GS-11: Reviewing and evaluating fire management plans for ecological soundness and technical adequacy; Conducting field inspections before and after prescribed or wildland fires to determine if objectives were achieved and/or to evaluate the effectiveness of actions taken; and Developing analyses on the ecological role of fire and its use and/or exclusion, and smoke management. In addition to fire program management, appropriate experience must have included either prescribed fire/fuels management - OR - fire management operations as described below: Prescribed fire/fuels management - experience in a broad range of activities such as: Professional forest or range inventory methods and procedures (e.g., Brown's planar intercept for dead and down fuels; live fuel loading assessments); Analysis of fuel loadings and determination of appropriate fuel treatment methods and programming; Land use planning and environmental coordination; Evaluating prescribed burn plans or fire management plans to ensure fire containment is possible and identification of appropriate suppression contingencies if containment is not obtained. Fire management operations - analyzing and applying fire management strategies, plus experience in at least five of the following activities: Mobilization and dispatch coordination Fire prevention and education Training Logistics Equipment development and deployment Fire communication systems Suppression and preparedness Aviation The above specialized experiences may be evidenced by the following or similar positions: Unit Fire Program Manager, OR Wildland Fire Operations Specialist, OR Prescribed Fire and Fuels Specialist, OR Prevention and Education Specialist, OR Initial Attack Lead Dispatcher/Assistant Center Manager, AND Experience at the Unit Leader Level on a Type I or II incident. INTERAGENCY FIRE PROGRAM MANAGEMENT (IFPM) SELECTIVE FACTORS:
The applicant must have possessed ONE of the following Pathways for National Wildfire Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position: Moderate Pathway #1: Task Force Leader (TFLD) and Incident Commander Type 3 (ICT3) or Prescribed Fire Burn Boss Type 2 (RXB2) or higher and Required Training Course M-581

Moderate Pathway #2: Helibase Manager (HEBM) and Incident Commander Type 3 (ICT3) or higher and Required Training Course M-581. For IFPM positions with multiple NWCG qualifications pathways, qualifications cannot be exchanged between pathways. In addition, selectees for IFPM positions requiring currency will be required to obtain and maintain currency for the NWCG qualifications listed above. This position requires a minimum of 90 days previous wildland firefighting experience which provided knowledge of the techniques, policies, and practices of wildland fire management. Wildland fires are categorized into two distinct types: 1) Wildfires - unplanned ignitions or prescribed fires that are declared wildfires; 2) Prescribed Fires - Planned ignitions. This description includes only fireline experience on a Prescribed Fire; it does not include experience in the planning stages. FIREFIGHTER RETIREMENT COVERAGE: This position is covered as a secondary firefighter position under the special retirement provisions of 5 U.S.C. 8336©(CSRS) and 5 U.S.C. 8412(d) (FERS) when it is filled by an incumbent who transfers directly from a primary or another secondary firefighting position with no break in service as a firefighter to this position. Firefighter retirement coverage of the incumbent depends upon his or her individual work history. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.
Pay Range
$64,009.00 - $83,210.00
