Job Summary

2 positions are available for a Fire Management Specialist (Prescribed Fire and Fuels), GS-0401-9/11 at Yosemite National Park and Sequoia and Kings Canyons National Park in California. The DOI Standard Position Description FDI222B/A is being used. Exercises supervisory authorities and responsibilities 20% of the time.

Major Duties

Incumbent has program responsibility for prescribed fire, fuels management, smoke management, and wildland fire within their respective park unit.

    • Provide professional expertise in the development and implementation of multiple resource objectives.
    • Develops and analyzes fuels treatment alternatives to support management decisions while adhering to applicable laws, regulations, policies and guidelines.
    • Serves as a member of an interdisciplinary team planning, developing, and implementing land management plans, compliance documents and agreements.
    • Participate in the development, review, and modification of the park fire management plan.
    • Implements and administers fire activities, wildland fire use, and fuels management activities to ensure targets are achieved, management objectives are met and mitigation measures are adequate.
    • In addition to fuels management operations, supports wildland fire suppression activities.
Duties will be developmental in nature when filled below the full performance level.

  • You may be required to complete training and operate a four-wheel drive vehicle.
  • Selectees will be expected to travel in (not pilot) a small single-engine aircraft.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • Subject to frequent extended travel up to 14 nights a month particularly during fire season, and you must obtain a government charge card for travel.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Government housing may be available, OR you may be subject to required occupancy for either position.
This is a secondary-administrative firefighter position under the special retirement provisions of 5 U.S. C. 8336 (c) (CSRS) and 5 U. S. C. 8412 (d) (FERS). PLEASE NOTE: Applicants may meet qualification requirements, but may not be eligible for special retirement coverage. If such an applicant is selected, they will be placed in the regular retirement system. To be eligible for Secondary retirement coverage under CSRS, an employee must transfer directly (without a break in service exceeding 3 days) from a primary position to a secondary position. To be eligible for Secondary retirement coverage under FERS, an employee must: 1) transfer directly (without a break in service exceeding 3 days) from a primary position to a secondary position, AND 2) complete 3 years of service in a primary rigorous position including any such service during which no FERS deductions were withheld, AND 3) must be continuously employed in a secondary position(s) since moving from a primary rigorous position, except for any break in employment from a secondary position that began with involuntary separation (not for cause). It is the responsibility of the applicant to ensure this office has enough information to determine your special retirement status to ensure you do not lose benefits (normally through submission of your work history or other documentation that demonstrates work history of approved covered positions). Qualifications

All qualifications must be met by the closing date of this announcement-02/24/2020-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount qualified specialized experience. This position has been identified as one of the key fire management positions under the Interagency Fire Program management (IFPM) Standard. This position has been categorized as a Prescribed Fire and Fuels Specialist for High Complexity units and requires selectee to meet the minimum qualification standards for IFPM prior to being placed into the position. Selective Factors: The applicant must possess all of the following National Wildfire Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position (CURRENCY IS REQUIRED): 1. Prescribed Fire Burn Boss Type 2 (RXB2)

2. Incident Commander Type 3 (ICT3), or Task Force Leader (TFLD), or Helibase Manager (HEBM) Selectees for IFPM positions requiring currency will be required to obtain and maintain currency for the NWCG qualifications listed above. SELECTIVE FACTOR: Candidates must possess a minimum of 90-days of wildland firefighting experience. Wildland fires are categorized in two distinct types: WILDLAND FIRE: Unplanned ignitions or prescribed fires that are declared wildfires, AND - PRESCRIBED FIRES: Planned ignitions - Fire line experience gained on a Prescribed Fire; it does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in orders to be creditable as previous wildland firefighting experience. You must clearly demonstrate this experience in your resume, including the months, days and hours per week at which the work was performed in order to be considered. - AND - BASIC EDUCATION REQUIREMENT: Successful completed a full 4-year course of study leading to a Bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. You must provide a copy of your transcript(s). - OR - A combination of education and experience which included at least 24 semester hours of upper level courses equivalent to a major, as shown above, plus appropriate experience or additional education that is comparable to that normally acquired through the successful completion of a full 4-year course of study in the biological sciences, agriculture, natural resources or related discipline. You must provide a copy of your transcript(s).

- AND - Applicants must possess at least one of the following minimum qualifications by close of the announcement: To qualify at the GS-09 grade level: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-7 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience could include (1) Wildland fire activities (such as planning and/or implementing prescribed fire or managing wildfires) to ensure resource objectives can be met from a fire management standpoint. (2) Developing and/or implementing initial attack incident management strategies and tactics to meet the stated resource objectives. (3) Implementing mitigation measures during wildland fire activities to protect sensitive habitats, endangered species, sensitive plants, or cultural values. You must include hours per week worked.

-OR- EDUCATION: Successful completion of at least wo years of progressively higher level graduate education leading to a master's degree or 2 academic years of progressively higher level graduate education leading to a master's degree in a field of study corresponding to the course work defined above. You must include transcripts.

-OR- Successful completion of a COMBINATION of education and experience as described above. To combine education and experience, first take six months of specialized experience (50% of the experience requirement), and 27 semester hours or 41 quarter hour of graduate level education as described (50% of the education requirement). You must include transcripts. To Qualify at the GS-11 grade level: EXPERIENCE: I possess at least one year of specialized experience equivalent to the GS-09 level in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. For this position at the GS-11 level, specialized experience must have included all of the fire program management elements as described below: (1) Reviewing and evaluating fire management plans for ecological soundness and technical adequacy. (2) Conducting field inspections before and after prescribed or wildland fires to determine if resource objectives were achieved and/or to evaluate the effectiveness of actions taken, and; (3) Developing analyses on the ecological role of fire and its use and/or exclusion, and smoke management. In addition to the Fire Program Management elements listed above, appropriate experience must have included EITHER prescribed fire/fuels management -OR- fire management operations as described below: Prescribed Fire/Fuels Management: Experience in a broad range of prescribed fire/fuels management activities such as: 1) inventory methods and procedures, 2) fuel treatment methods and programming, 3) land use planning and environmental coordination, and 4) evaluating prescribed burn plans or fire management plans to ensure containment is possible and identify contingencies if containment is not obtained. You must clearly document this experience in your resume. -AND/OR - Fire Management Operations: Experience analyzing and applying fire management strategies, plus experience in at least five of the following activities: mobilization and dispatch coordination, fire prevention and education, training, logistics, equipment development and deployment, fire communication systems, suppression and preparedness, and aviation. You must clearly document this experience in your resume.

Successful completion of at least three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field related to the position being filled as described above.

Successful completion of a combination of education and experience. To combine education and experience take six months of specialized experience (50% of the experience requirements), and 45 semester hours or 68 quarter hours of graduate education in the fields of study described (50% of the education requirement). Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

$52,905.00 - $83,210.00
