Major Duties

Serves in a key fire management position in a district fire management organization as a Fire Mgt. Specialist (Fuels and Prescribed Fire). The primary responsibilities of this position are fuels management, prescribed fire, smoke management, and wildland fire. Provides planning and operational expertise and assistance in the realm of mechanical treatments and/or fire.

Works with the District Fuels Specialist, various resource specialists representing other disciplines and both internal and external stakeholders, to provide fuels management information and input into planning activities and documents. May represent the District Fuels Management Program as part of an Interdisciplinary Team, Community Wildfire Protection Plan, (CWPP) group and/or community or stakeholder groups.

Plans, budgets, implements, administers and provides working guidance to fuels technicians on projects using mechanical treatments and prescribed fire activities, based on alternatives developed through the interdisciplinary process. Implements, administers and directs management of unplanned ignitions, and fuels management activities to achieve targets, meet management objectives, and employ mitigation measures. Monitors contract activities, evaluates fire effects, identifies potential problems and takes appropriate action. Serves as a Contacting Officer’s Representative (COR) or Project Inspector, provides working guidance to fuels technicians on fuels management contracts, and is be responsible for the preparation of contract specifications and performance.

Designs, implements and provides working guidance to fuels technicians on fuels management surveys to document presence, amount, and types of hazardous fuels. Utilizes the results of the surveys to prioritize prescribed fire and fuels management projects measures; and/or provide working guidance to fuels technicians assigned these duties.

Ensures own and other’s welfare and safety in all aspects of project implementation. Identifies training needs and participates in prescribed fire and fuels management, and wildland fire and safety training in the techniques, practices, and methods of fire suppression. Participates in preparedness reviews, proficiency checks and drills, safety sessions, and after action reviews.

Actively supports wildland fire training and suppression activities to the extent on the individuals Red Card qualifications.

Physical Demands: The work is normally sedentary. However, field work is evaluated as arduous and the duties include demands for strenuous activities in emergencies under adverse environmental conditions and over extended periods of time.

Work Environment: Office conditions require long periods of sitting, working with computers and general lifting, bending and reaching. Field conditions involve the employee being exposed to noise, dust, heat, weather, aircraft turbulence and the hazards of firefighting such as heat, smoke, and fire behavior. Protective clothing and equipment is required in hazardous environments.

Qualifications

(IFPM) This position is subject to the Interagency Fire Program (IFPM) Standard and Guide selective placement factors for a Fire Management Specialist (Prescribed Fire/Fuels).This position requires the following qualifications – Currency Not Required:

1) ICT3

2) RXB2 or TFLD or HEBM

3)90 days experience performing wildland fire suppression duties as a member of an organized fire suppression crew or comparable unit that utilized knowledge of wildland fire suppression, containment or control techniques and practices under various conditions.

Basic Education Requirement: This position has a positive education requirement which requires that you have a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position - or- at least 24 semester hours in biological sciences, natural resources, wildland fire management, forestry, or agriculture equivalent to a major field of study, plus appropriate experience or additional education that is comparable to that normally acquired through the successful completion of a full 4-year course of study in the biological sciences, agriculture, or natural resources.

In addition to meeting the basic education requirement above toqualify for the GS-09 requires:1 year of specialized experience equivalent to the GS-07 level OR 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree- OR - a combination of education and experience.

Specialized Experience Requirements:In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.Examples ofspecialized experience comparable to the GS-07 level: (1) Experience that demonstrated understanding of fire effects on cultural and natural resources. The assignments must have shown participation in activities such as: developing fire management plans to ensure resource objectives can be met from a fire management standpoint; or conducting field inspections before and/or after prescribed fires or wildland fires to determine if defined resource objectives have been met; (2) Prescribed fire/fuels management - experience in activities such as: professional forest or range inventory methods and procedures (e.g., Brown's planar intercept for dead and down fuels; live fuel loading assessments), or analysis of fuel loadings and determination of appropriate fuel containment is possible and identify appropriate suppression contingencies if containment is not obtained. (3) Fire management operation s - analyzing and applying fire management strategies, plus experience in mobilization and dispatch coordination, fire prevention, training (logistics, equipment development, and deployment), and fire communications systems (suppression and preparedness).

You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.

Pay Range

$52,905.00 - $68,777.00
