Serves as a Regional expert in assessing the environmental effects of ongoing and proposed Reclamation actions in the Upper Colorado Basin on riparian and terrestrial environments, including invertebrates, fishes, water quantity and water quality. Works with Regional and area office staff in analyzing ecological impacts of Reclamation’s actions in the Upper Colorado Basin. Provides expertise on regional and interagency teams and programs to ensure Reclamation programs and operations are fully considered when evaluating agency responsibilities under various environmental laws and regulations. Presents and communicates to Reclamation management the results of studies and mitigation for Reclamation projects or those proposed or implemented by external agencies. Prepares draft technical responses to public inquiries related to Reclamation actions, water management practices and environmental effects within the Region.
Assists the supervisor in carrying out the responsibilities for program management in Upper Colorado Basin adaptive management programs and endangered fish recovery programs. In particular, assists the supervisor in the Glen Canyon Adaptive Management Program (GCDAMP). Represents Reclamation in technical work group and subcommittee meetings, webinars, and conference calls as needed. Assists in the development of GCDAMP reports including the GCDAMP annual report to Congress. Assists supervisor with budget planning and implementation for work related projects and activities. Coordinates with other Federal, State and private organizations to initiate discussions of technical reports and comments. Plans and organizes meetings and workshops requested by the supervisor. Prepares or assists in the preparation of memoranda of agreements and memoranda of understanding to accomplish environmental objectives.
Works with Regional and Area Office staff in the preparation of environmental documents for compliance with National Environmental Policy Act (NEPA), Endangered Species Act (ESA), National Historic Preservation Act (NHPA), Clean Water Act, and other environmental laws. Provides expertise and assistance to the Resources Management Division in fulfilling the requirements of biological opinions rendered by the Fish and Wildlife Service on Reclamation actions.
Prepares or assists in the preparation of contracts to accomplish environmental objectives ensuring agreements are consistent with Regional policy, public laws, and project purposes and that they provide for the proper management of resources. Acts as a contracting officer’s technical representative for the Resources Management Division with emphasis on GCDAMP projects. This requires representing Reclamation in technical phases of the work including participating in field and site visits to assess the technical adequacy of funded projects and to provide feedback during the implementation. Reviews and approves all applicable contractor reports, submittals, deliverables, and other pertinent documentation.
Qualifications
Basic Education Requirement:A. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.-OR-B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.In addition to meeting the basic education qualification requirement described above, applicants must also possess the following:SPECIALIZED EXPERIENCE: Specialized experience must demonstrate the applicant has been equipped with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is directly related to the work to be performed.GS-12: Your resume must reflect at least one year of specialized experience equivalent in difficulty and complexity to the GS-11 grade level in the Federal service.Specialized experience for the GS-12: Experience evaluating, performing or assisting others with field investigations on fish or wildlife resources, including gathering data and assessing habitat; experience writing technical reports; experience conveying information (both written and oral) to a wide-variety of audiences; and experience coordinating and collaborating with project stakeholders (agencies, environmental groups, public); AND two of the following: (1) Environmental site assessments, (2) National Environmental Policy Act (NEPA) compliance (i.e. categorical exclusions, environmental assessments (EAs), environmental impact statements (EISs), Findings of No Significant Impact (FONSI), or Records of Decision (ROD), (3) Endangered Species Act (ESA) compliance (biological evaluations, biological assessments, biological opinions, or initiation of informal or formal section 7 consultation), (4) experience with government contracting for environmental or natural resources projects.Applicants who do not meet the definition of specialized experience will be determined as not qualified and will be ineligible for consideration.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Pay Range
$76,721.00 - $99,741.00
