The primary purpose of this position is to senior professional for the Facility Engineering Directorate, Air Force Civil Engineer Center, a Field Operating Agency. Performs facilities engineering program and project management for Military Construction Program; Sustainment, Restoration and Modernization Demolition, for the European Reassurance Initiative program.

Major Duties

  • As an AFCEC Project Manager (PM), executes projects for substantial new construction, renovations, and improvements for real property facilities, encompassing highly specialized or unique requirements.
  • Provides resource management support.
  • Provides technical expertise to activities, staff, installations, and other organizations in order to resolve difficult/unusual facilities planning, design, construction, and/or maintenance problems/issues.
  • Communicates critical issues to staff agencies, installations and superiors.

To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics (must provide a copy of official transcripts at time of application). OR

Applicant has a combination of education and experience that is college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure or 2. Written Test or 3. Specified academic courses or 4. Related curriculum-Successful completion of a curriculum leading to a bachelor's degree in engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance (must provide a copy of official transcripts at time of application). In addition to meeting the basic requirement above, to qualify for this position, you must also meet the specialized experience requirements listed below. OR Basic Requirements for GS-0808-13 Architect: Applicant must have successfully completed a degree in architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems (must provide copy of official transcripts at time of application). OR

Applicant must have a combination of education and experience-College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: 1.Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. 2. Experience: An applicant lacking a degree in architecture must have had 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture (must provide copy of official transcripts at time of application). SPECIALIZED EXPERIENCE for General Engineer, (0801); Architect (0808); Civil Engineer, (0810); Mechanical Engineer, (0830); or Electrical Engineer, (0850): Applicants must have at least one (1) year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector that includes applying advanced concepts, principles and practice of a wide range of engineering project management disciplines sufficient to manage planning, design, monitoring, and evaluating of complex programs and projects; complying with professional engineering or architectural concepts, principles, and practices applicable to project management responsibilities to serve as a technical authority and resolve unusually difficult engineering problems and issues; using regulations to review, evaluate, and determine eligibility of projects for funding and to recommend funding. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Professional knowledge of a wide range of engineering or architectural theories, concepts, principles, practices, techniques and methods to apply advanced concepts and principles to building design, construction processes, and project management

2. Thorough knowledge of design/construction standards, methods, practices, techniques, materials, and contracting procedures relevant to executing assigned contracts/projects.

3. Knowledge of current U.S. laws and regulations, as they pertain to Facility Engineering.

4. Knowledge of standard programming, budget, and funding processes.

5. Ability to forecast, develop, and evaluate resource requirements pertaining to assigned project(s), and develop concise written technical information appropriate for any specific audience.

6. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government and industry. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Pay Range

$78,681.00 - $102,288.00
