Job Summary

A successful candidate will serve as a General Engineer or Physical Scientist in the NNSA Associate Administrator for Management and Budget's office.

Major Duties

As a General Engineer or Physical Scientist, you will:

  • Provide engineering, and/or scientific professional design, research and development advisory services for a variety of complex programs, systems, operations, projects and facilities.
  • Support leadership by providing timely, rigorous, objective and cogent decision-quality cost estimates, cost reviews, and analyses of alternatives based on in-depth knowledge of mathematical, physical, and engineer sciences for programs and projects crucial to the nuclear security enterprise.
  • Coordinate the cost estimate, cost review, analysis of alternatives scope with senior program and site personnel and other team members, and serve as a representative and an interface for other agencies relative to their involvement and participation in the analysis.
  • Participate in the development of the programming phase of the Planning, Programming, Budgeting, and Execution (PPBE) process to support program offices and account integrators in making decisions to align available resources with priorities and produce a balanced, integrated, executable Future-Years Nuclear Security Plan (FYNSP).
  • Design/create the parametric computer analysis tools, models simulations and data bases to do the cost/performance analysis necessary to understand parameters underlying the design, development, and construction of nuclear weapons and of their nuclear and non-nuclear supporting facilities.
  • Develop statements of work and define the scope for cost estimates and cost reviews of technical work.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS:A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band or GS grade level in the Federal Service i.e., NN-02,EN-00 or GS-11.Specialized experience for this position is defined as: Experience applying professional engineering or physical science concepts, theories, and practices to: Participate in the development of quantitative analytical products such as cost estimates, cost reviews, or analyses of alternatives to support decision-making or; Participate in the development of cost estimates for weapons modernization programs, technical facilities, major items of equipment, or other complex projects or;

Participate in the development of budget formulation for complex projects such as weapons programs, large facilities, or nonproliferation programs in support of resource-constrained budgeting or other similar decision-making. Professional knowledge of principles, practices, theories and concepts of multiple professional engineering disciplines (i.e., chemical; civil; construction; electrical; electronic; environmental; fire protection; industrial; mechanical; nuclear; and safety, etc. and/or of multiple physical science disciplines, including, chemistry, physics, health physics, metallurgy, geoscience, etc.).

Professional knowledge of quantitative analytical techniques needed to solve complex mathematical or engineering problems such as cost estimates, cost reviews, analyses of alternatives, or resource-constrained budgeting to support decision-making.

Professional knowledge of program, project, acquisition principles and techniques, budget processes, technical requirements, procurement processes and procedures, and contract terms and conditions in order to manage programs, projects, and/or evaluate contractor operations.

Skill in written & oral communication methods to work with all levels of DOE/NNSA management, contractors and private industry regarding programs, projects, policies and legislation in order to conduct negotiations, solve problems, present briefings or conduct reviews. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.You must meet all qualifications and eligibility requirements by the closing date of this announcement.

Pay Range

$83,398.00 - $128,920.00
