Job Summary

The incumbent serves as a Geographer (GIS Specialist) and the position is located within PPQ's Field Operations (FO) Core Functional Area (CFA). The primary duties are to provide consistent geographic information system (GIS) support as appropriate for program operations and management, with focus on tasks that support particular pest program or service area needs. Primary responsibility is to operate and collaborate with national, state, and project cooperators.

Major Duties

  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Collects, evaluates, analyzes, and correlates data to ascertain and interpret the interrelationships existing among like phenomena or processes of geographic change and to help determine the significance to agency activities.
  • Follows high quality standards for the collection of spatial data relative to routine, non-routine, and emergency surveys and the detection, eradication, and management of plant programs.
  • Responsible for GIS duties that support a state level service area and/or specific pest program, and collaborates with other PPQ GIS staff.
  • Makes recommendations on how best to visually display data, which originate from known or easily discerned from available sources.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. BASIC REQUIREMENT: Bachelor's or higher degree in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. (You must submit transcripts) OR Combination of Education and Experience: Courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, plus appropriate experience or additional education. (You must submit transcripts) In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualification Requirements in order to be considered: MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: GS-11: SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Using products including ArcMap, ArcPad, ArcSDE, ArcObjects, ArcGIS Server, ArcGIS desktop and online platforms to independently develop, analyze, manage, and share geospatial data that represents plant pest distributions and associated phenomena; Developing maps and other visualization products, using design and cartographic principles, to communicate plant pest surveillance data, pest and disease incidence, and agricultural cropping systems. Providing direct support to management level of pest program staff in the use of geospatial data and tools. Advising on the implementation of GIS methods and standards for invasive pest species or plant disease survey program. OR Education: Three years of progressively higher level graduate education leading to a Ph.D. degree or equivalent doctoral degree in GIS, Geography, or a degree in a related field; (You must submit transcripts) OR Combination of Education and Experience: Have a combination of work experience and education as described above, which when combined equals at least 100% (determine your qualifying experience as a percentage of the experience listed above, then determine your education as a percentage of the education listed above; add the two percentages. The total must equal at least 100 percent to qualify.) (You must submit transcripts) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Pay Range

$64,009.00 - $83,210.00
