The primary purpose of this position is to perform professional work such as; study and develop planning methods or plans to apply to future needs at base and/or installations; to perform technical work in geospatial sciences.
Major Duties
- Serves as Command Community Planner, or Cartographer, or Geographer, or Physical Scientist, with responsibility for the overall coordination and program development.
- Initiates, conducts, coordinates, monitors, and participates in technical studies to determine the feasibility and the capability of the GIS technology to support current/new missions or long range programs.
- Develops CADD/GIS related management and design programs, applications software guidance, standards and instructions.
- Maintains effective working relationships with scientists, engineers, designers, and planners from other agencies and customers, to include contractors, to facilitate the exchange of information and resolve problems.
- Prepares correspondence including talking papers, briefings, etc., about projects, programs, and planning issues.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-0150, Geography Series. Basic Requirements for GS-0150 Positions: A Bachelor's degree (or higher degree) geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields.
OR
Combination of Education and Experience: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in the job opportunity announcement, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill sufficient to serve as a technical authority in the planning, development, and implementation of a state-of-the-art mapping system for use by installation functional such as Civil Engineering, Fire Department, Security Police and Disaster Preparedness; mastery of geospatial sciences concepts, principles and practices including cartography, geographic information systems, remote sensing, and scientific data visualization, and their applications to geospatial operations and analysis as they would relate to management applications on military installations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSA's): Professional knowledge of concepts, principles, techniques, and practices of community planning. Professional knowledge of the interrelationships of elements of social science and design disciplines involved in human settlements and the dynamics of change within these elements. Knowledge of computer database management and ability to apply knowledge to information processing standards and procedures to CADD/GIS design and programming projects. Ability to analyze planning problems, identify and define goals and objectives to coordinate planning activities and programs at and between several organization levels. Ability to express ideas orally, in writing, or by means of graphics and sketches. Ability to deal tactfully and diplomatically with others. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
Pay Range
$78,681.00 - $102,288.00
