Job Summary
At the full GS-12 performance level, you will serve as the expert Hydrologist on surface water hydrology, climatological and surface water data analysis and modeling, and lake and stream hydraulics in the Upper Klamath River Basin.
Major Duties
- -Plans and conducts studies to evaluate complex hydrologic and hydraulic problems to determine the most efficient means of using available resources; to protect those resources from future development; as well as to determine groundwater and surface water interaction.
- -Computes stream flow depletions and lake level changes due to proposed projects and works with Service biologists to relate the physical impacts to impacts on fish and wildlife.
- -Develops and implements plans of investigation, including study objectives, methods, tasks, deliverables, timetables and budgets; determines needs for scientific instrumentation; and recommends changes in focus of investigation, scheduling, and methods as required by interim results and availability of new methods or techniques
- -Assists biologists and project applicants in developing measures to offset the effects of projects on listed species and candidate species.

BASIC QUALIFICATION REQUIREMENT: GS-1315 Bachelor's or higher degree in physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. OR Have a combination of education and experience - course work as described above, plus appropriate experience or additional education. Acceptable experience must have included performance of scientific functions related to the study of water resources, based on and requiring a professional knowledge of related sciences and the consistent application of basic scientific principles to the solution of theoretical and practical hydrologic problems. Examples of acceptable experience include: field or laboratory work that would require application of hydrologic theory and related sciences such as geology, geo-chemistry, geophysics, or civil engineering to making observations, taking samples, operating instruments, assembling data from source materials, analyzing and interpreting data, and reporting findings orally and in writing. The quality of the combination of education and experience must be sufficient to demonstrate that you possess the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. ADDITIONAL QUALIFICATION REQUIREMENT, GS-09 One full year of specialized experience comparable in scope and responsibility to the GS-07 level in the Federal service (obtained in either the public or private sectors). Examples of qualifying specialized experience for this grade level include: 1) acquiring or analyzing hydrological data to determine the condition and restoration needs of watershed habitats; 2) developing recommendations to rehabilitate or enhance watershed habitats; 3) providing written or oral briefings, reports, etc., on results of hydrologic studies, or other hydrologic work of similar complexity. NOTE: To qualify under this option, your resume must contain sufficient detail to prove you have one year experience performing these duties. OR Successful completion of two or more full years of graduate education in an accredited college or university leading to a Master's, or equivalent degree in in Hydrology or an equivalent field directly related to this position. If you cannot obtain your graduate school's definition, 36 semester hours is considered as satisfying the requirement for two years of full- time graduate study. NOTE: To be found qualified under this option, you must submit transcripts (official or unofficial) to verify your education. OR Combination of qualifying specialized experience as described in response A and qualifying graduate education as described in response B that equals 100 percent of the GS-09 requirement when computed as percentages and combined. To combine education and experience, convert quarter hours to semester hours by multiplying by the fraction 2/3. Then, divide your number of graduate semester hours in excess of 18 by 18 (or the number your school uses to represent one year of graduate education). Divide months of qualifying specialized experience by 12. These two numbers must equal 100 percent when combined. NOTE: To qualify under this option you must submit transcripts to verify your education and include proof of your experience in the text of your resume. ADDITIONAL QUALIFICATION REQUIREMENT, GS-11 One full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors). Examples of qualifying specialized experience for this grade level include: 1) acquiring and analyzing hydrological data to determine the condition and restoration needs of watershed habitats; 2) making data-based recommendations for projects to rehabilitate or enhance watershed habitats; 3) coordinating remedial/restorative actions for stream, riparian or wetland restoration projects with partners, agencies or other stakeholders; 4) providing written or oral recommendations, reports, etc., on results of hydrologic studies (e.g., watershed condition investigations, hydrologic studies, surface-ground water interactions, etc.) or other hydrologic work of similar complexity. NOTE: To qualify under this option, your resume must contain sufficient detail to prove you have one year experience performing these duties. OR Successful completion of a Ph.D. (or have three full years of progressively higher-level graduate education leading to a Ph.D.) in Hydrology or equivalent field directly related to this position. If you cannot obtain your graduate school's definition, 54 semester hours (81 quarter hours) is considered as satisfying the requirement for three years of full- time graduate study. NOTE: To be found qualified under this option, you must submit transcripts (official or unofficial) to verify your education. OR Combination of qualifying specialized experience as described in A and qualifying graduate education as described in B that equals 100 percent of the requirement when computed as percentages and combined. To combine education and experience, convert quarter hours to semester hours by multiplying by the fraction 2/3. Then, divide your number of graduate semester hours in excess of 36 by 18 (or the number your school uses to represent one year of graduate education). $51,440.00 - $62,236.00
