Job Summary

This position is being filled under an Expedited Hiring Authority (EHA). This position is part of the Defense Threat Reduction Agency, Defense Threat Reduction Agency.

Major Duties

As a Interdisciplinaary Supervisory Microbiologist/Physical Scientist at the GS-0403/1301-15 some of your typical work assignments may include:

  • Serves as principal chemical and biological medical advanced and emerging threats (SME) supporting the CB Department Chair, RD and DTRA Director and ATSD (NCBD). Serves as the principal advisor and technical expert in utilizing, developing, integrating and executing applied science, engineering and development programs to combat WMD.
  • Serves as the Chief, Advanced and Emerging Threat Division in the Chemical/Biological Technologies Department (CB), Research and Development Directorate (RD).
  • Incumbent is responsible for planning and leading a comprehensive hazard assessment research program (Threat Agent Science) aimed at providing rapid validated chemical and biological agent property and reactivity data and determine toxicological mechanisms to inform risk assessment.
  • Leads and initiates research efforts to understand or develop countermeasures against emerging chemical threats and define programmatic objectives and milestones.
  • Keeps abreast of the latest scientific theories, experiments and technology trends, which impacts activities of the Chemical/Biological Technologies (CB) Department.
  • Continuously evaluates program effectiveness, cost efficiency and milestone achievement of stated goals and objectives.
  • Maintains required liaison with personnel within DTRA, the military services, DoD agencies, and any other relevant organizations including Health and Human Services (HHS), Department of Homeland Security (DHS) and Department of Energy (DoE).
  • Supervises subordinate Science and Technology Managers for planning and executing DoD CBD S&T; efforts to meet chemical and biological national defense requirements, including defining and executing S&T; investment requirements and strategy, preparing S&T; inputs for Defense CBD Program Planning Guidance, and conducting detailed reviews and analysis of medical and physical CBD S&T; to ensure compliance with guidance and Department goals and objectives.

Qualifications

You may qualify at the GS 15 , if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service as listed below: Planning and leading a comprehensive hazard assessment research program (Threat Agent Science) aimed at providing rapid validated chemical and biological agent property and reactivity data and determining toxicological mechanisms to inform risk assessment. Experience leading, coordinating, and establishing interdepartmental and intergovernmental relationships and agreements necessary to conduct a fully integrated science and technology program. Interfacing with all levels of DoD and DTRA to plan, coordinate, integrate and execute program activities necessary to understand or develop countermeasures against emerging Chemical, Biological and Radiological (CBR) threats to U.S. interests worldwide. Experience building budget exhibit narratives, spend plan development, developing and conducting budget and execution review briefings with leadership. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0403/1301, series as listed below: Microbiologist (0403) series: Degree: microbiology; or biology, chemistry, or basic medical science that included at least 20 semester hours in microbiology and other subjects related to the study of microorganisms, and 20 semester hours in the physical and mathematical sciences combining course work in organic chemistry or biochemistry, physics, and college algebra, or their equivalent.

OR

Combination of education and experience: courses equivalent to a major in microbiology, biology, chemistry, or basic medical science that included courses as shown in A above, plus appropriate experience or additional education. Physical Scientist(1301) series: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Pay Range

$137,849.00 - $166,500.00
