Job Summary

This is a Direct Hire Public Notice - This position is being filled under the Temporary Direct Hire Authority (DHA) for the DoD Office of the Director of Operational Test and Evaluation in accordance with 10 USC 1580; P.L. 114-328, Sec.1125 (b) NDAA FY 2017. This Public Notice is to gather applications which may or may not result in a referral or selection. Major Duties

This position is located in the Office of the Director, Operational Test and Evaluation (DOT&E;), in the Office of the Secretary of Defense. The office of the DOT&E; was established by statute and is a position senior to an Assistant Secretary of Defense. The Director is the Principal Staff Assistant to the Secretary of Defense on all matters related to operational and live fire test and evaluation, and reports directly to the Secretary of Defense and Congress on these matters.

Your typical work assignments may include the following:

  • As a professional engineer, physical scientist, or operations research analyst, perform work in the application of multiple disciplines in executing test and evaluation, in support of the design, development, procurement, production, sustainment, or operational maintenance of DoD-level major systems with specialized applications.
  • Conceive and plan new concepts, methods, and techniques providing a significant technical or operational impact or breakthrough in the assigned projects/programs (e.g., air, land, sea, etc).
  • Advise, assist and support the DOT&E; and the Office of the DOT&E;, and is responsible for oversight, monitoring, and test observance of operational test and live fire test of assigned naval warfare systems, as well as analysis of test results and reporting of findings.
  • Provide guidance on the conduct and evaluation of T&E; for assigned programs to the Office of the Secretary of Defense, the Military Departments, and the Defense Agencies.
  • Serves as subject matter expert (SME) for test resources associated with assigned programs, by providing independent analyses and assessments, and makes recommendations to the DOT&E; ensuring Services and Defense Agencies plan, program, and manage test resources (e.g., test infrastructure, test capabilities, threat systems and assets, consumable assets, targets, ranges, test sites and instrumentation, etc.).

Qualifications

Basic Requirement: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Basic Requirement:

A. Degree. physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Basic Requirement: A. Degree: in operations research. OR B. At least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. In addition to the Basic Requirements for this position, you may qualify at the GS-15 level, if you fulfill the following qualification requirement: One year of experience at the same or similar work equivalent to at least the next lower grade level (GS-14) requiring application of the knowledge, skills, and abilities of the position being filled. Candidates for this position must clearly demonstrate in their resume that they possess specialized experience in applying scientific theories, principles, concepts, standards, qualitative and quantitative analytical and evaluative methods and techniques to accomplish all operational and Information Assurance testing of assigned Space Systems; Planning and evaluating Information Assurance testing of assigned space systems; Competence, and practical experience in areas related to survivability and/or lethality test planning, execution and evaluation of assigned space systems; Assessing the adequacy of test and evaluation master plans and operational test plans, and test execution, and the analysis, evaluation and assessment of test results; Reviewing and coordinating on Joint Capability Integration and Development System documents relating to assigned Space Systems; Reporting the adequacy of the test and the effectiveness, suitability and survivability of assigned space systems; Negotiating effectively with management to accept and implement recommendations, where proposals involve substantial resources, requiring extensive changes in established concepts and procedures, or may be in conflict with previous programming action; Understanding systems acquisition processes and related policies, procedures, and organizations; Ability to identify and analyze technical and operational problems to assess accuracy and relevance of information and then generate independent assessments. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave. Pay Range

$137,849.00 - $166,500.00
