Job Summary

This position is being filled under the Direct Hiring Authority (DHA) for Certain Competitive Service Positions in accordance with P.L. 115-232 National Defense Authorization Act (NDAA) FY2019, Sec 11015 USC Section 9905.

Major Duties

  • Develops overall plans, layout, configuration and sections of facilities to be designed or relocated.
  • Establishes control elevations, dimensions, alignment, grades and general site development features of project.
  • Plans and prepares master plans, design analyses, site layouts and computations for developing various features of Local Flood Protection, Recreation, Environmental Projects, Land Use Development and Major Rehabilitation Projects.
  • Prepares Preliminary and Final designs, analyses, maps, layouts and computations for features of the aforementioned Projects for preparation of contract drawings and specifications.
  • Prepares Technical Sections of contracts for Architecture/Engineer services including detailed estimates of proposed A/E fees for use in negotiations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Additional information about transcripts is in this document. GS-11 Minimum Qualifications:

Specialized Experience: One year of specialized experience which includes applying civil engineering principles and theories to assist in the development of design plans and specifications for civil works or site development projects; perform simple design and/or quantity computations and reports; reviewing designs submitted by and technical data for conformance with contract plans and specifications; having a basic understanding of civil engineering and construction means and practices to meet project and customer needs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Civil Engineering. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). GS12 - Minimum Qualifications

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
