Major Duties
Evaluate engineering and architectural items (e.g., designs, drawings, specifications, supporting documents) to determine effectiveness in meeting requirements of shore establishment projects.
Incumbent participates and/or leads planning teams to develop long, mid, and short range land use/infrastructure planning.
Processes space management requests and site approval processes for the Installation.
Serves as a facilities planning criteria expert for the Dept of the Navy, providing criteria guidance to users throughout the Navy, Marine Corps in interpreting and applying UFC-2-000-05N criteria to facilities planning actions and Basic Facility Requirement generation.
Must be able to explain and defend specific planning criteria to users and to other technical experts and auditors and serve as a technical expert in facilities planning criteria.
Responsible for providing the client with clear and concise policy and guidance for the orderly and cost effective development of shore facilities.
Develops and reviews MILCON and special project documents, which requires knowledge of the MILCON and Special Project processes and detailed cost estimating.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing planning recommendations for construction, demolition, energy, maintenance and facilities development projects; 2) Reviewing engineering/architectural drawings or specifications for construction, demolition, energy, maintenance, facilities development projects to identify inconsistencies; 3) Using planning systems and automated databases to capture spatial or geographic data to support facility planning. Physical Demands: The position is mostly office-related and sedentary; however, site and tenant visits may include working around and drinking water treatment plants and industrialized facilities where there are high noise levels, open tanks, controlled production processes, the work may require some physical exertion, such as walking over rough, uneven, sandy, or rocky surfaces during site visits and inspections of outdoor facilities and at construction locations. During the course of site visits, audits, and inspections at locations, such as wastewater treatment plants, the incumbent could happen upon areas with the presence of infectious bacteria, or emission of hydrogen sulfide or other noxious odors or toxic gases. Furthermore, work may require climbing heights, such as climbing to tops of storage tanks. Use of personal protective equipment (PPE) including, but not limited to, safety glasses and boots, hard hats, gloves and ear defenders may be required when performing site inspections or field work. Work Environment: Camp Lemonnier, Djibouti, Africa is located in a harsh environmental setting with adverse weather conditions for many months of the year (excessive heat, humidity, and rain) and working in areas populated by poisonous snakes, plants, and/or insects, and contagious diseases and poor air quality, chemical handling areas, and damp and unheated spaces. The work may require extensive work shifts of 12-16 hours a day and more than a 5 day workweek. Generally, indoor work location has power, water, heating and air conditioning, although outages should be expected. The incumbent will be required to live on the camp, where living quarters are a container living unit (CLU), which may be very cramped with the requirement to share bathroom facilities. Initial living quarters may be a tent. Fatigue may occur from long work hours and uncomfortable living conditions. The position may be required to provide immediate contingency support requiring a physical and immunizations deemed necessary for the environment in which this support is provided.
