Job Summary

You will serve as the Installation Air Quality Program Manager in the Environmental Business Line of NAVFAC SOUTHWEST. This interdisciplinary position will be filled as an Environmental Engineer (0819) or Physical Scientist (1301).

Major Duties

  • You will provide technical expertise in air compliance issues, policies, and regulations to promote compliance with air pollution laws and regulations.
  • You will review, interpret and implement new air emissions regulations, instructions, and regulations for the command.
  • You will review and prepare environmental permits, including Title V Permits and related documentation in compliance with federal, state, and local laws associated with the Clean Air Act.
  • You will monitor environmental compliance projects to ensure they are programmed, budgeted, funded and executed by set deadlines.
  • You will maintain liaison with environmental regulatory agencies to remain current on existing and proposed regulations.

Qualifications

This position has a Selective Placement Factor for those applying for the GS-0819, Professional Environmental Engineering Series that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. In addition to the Selective Placement Factor (for 0819 series) or Basic Requirements (for 1301 series) for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Advising or leading others in the management of air quality program permitting and compliance, including Title V permits;

2) Preparing briefs, official correspondence, or information for environmental projects and programs related to air media compliance;

3) Using expert knowledge of various air and environmental laws, regulations, and standards to support customer, program, and regulatory requirements; and

4) Meeting environmental program objectives that require knowledge of facilities acquisition processes, contracting, budgeting, planning, and project management techniques. Pay Range

$102,104.00 - $132,739.00
