Job Summary

" Serves as a Team Leader/Office Engineer for the Construction Resident Office, you will have full responsibility for the administration of assigned contracts in the Military Construction program activities within the Kansas City District/ Fort Leonard Wood MO." This position is being filled under the Direct Hiring Authority (DHA) for Scientific, Technical, Engineering and Mathematics (STEM) positions in accordance with 5 U.S.C. Section 3304 and 5 CFR Part 337, Subpart B.

Major Duties

  • Serves as team leader for contract administration of assigned construction within Resident Office.
  • Provides day-to-day direction for lower graded engineers, construction representatives and/or technicians concerning operations of the team.
  • Performs Office Engineering duties to include review of shop drawings, official contract correspondence, evaluation of progress schedules, and processing of progress payments.
  • Perform work in support of contract modifications to include estimate preparation under small acquisition, technical and cost review of proposals.
  • Prepare negotiation with Contractor including official documentation supporting actual modification.
  • Actively participates in design review conferences to include reviewing preliminary plans and specifications utilizing engineering knowledge and background to identify problems/concerns.
  • Performs analysis of claims, if received, on assigned work to include justification, reasonableness, and schedule analysis.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Experience required GS-12: To qualify based on your work experience, your resume must describe at least one year of experience at GS-11 which prepared you to do the work in this job. Specialized experience is defined as: 1.) Performing office engineering duties including review of shop drawings, preparing response to contractor inquiries, evaluation of project progress schedules, and/or 2.) performing work in support of contract modifications (to include scope development, estimating, negotiation, and technical writing).
