Major Duties

Joining the Cybersecurity and Infrastructure Security Agency (CISA) means being part of the team focused on securing the Nation's physical and cyber infrastructure against threats to public health and safety, economy, and national security. Within CISA, the National Risk Management Center (NRMC) is a risk-driven analysis and planning center focused on addressing significant risks to our national critical functions. NRMC works with partners to generate solutions to the most complex, strategic risks to infrastructure. To accomplish this mission, NRMC operates using a collaborative model that relies on close integration with Federal, SLTT, and private sector critical infrastructure partners across sectors.

In this position, you will serve as a consequence analyst, which requires the ability to work across disciplinary boundaries developing multidisciplinary solutions to complex problems relating to critical infrastructure. Typical work assignments include:

  • Performance of duties require a professional knowledge of mathematics, economics, or physical sciences.
  • Conducting complex analyses of cyber and physical infrastructure used to modify and improve homeland security programs.
  • Plans and develops research strategy on complex issues by identifying critical variables and factors.
  • Conducts literature searches; locates and summarizes recent open and government publications and determines what information is available and applicable to the problem at hand.
  • Establishes and monitors the scientific and developmental initiatives for projects.
  • Serves as a technical project manager and advises other analysts or scientists on techniques best suited for analyzing problems.

Qualifications

To qualify for this Interdisciplinary position, you must meet one of the following basic requirements below as well as the minimum qualifications for the GS-12 or GS-13 level. BASIC REQUIREMENTS (*Transcripts must be submitted): For the Economist (0110)

A. Possess a bachelor's degree or higher in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

B. Have a combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. Examples of qualifying experience include: individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation; supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems. For the Physical Scientist (1301)

A. Possess a bachelor's degree or higher in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

B. Have a combination of education and experience, education equivalent to one of the majors shown in "A" above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. For the Operations Research Analyst (1515)

A. Possess a bachelor's degree or higher in operations research.

B. Have successfully completed a full four (4) year course of study leading to a bachelor's degree (or higher) with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Examples of acceptable courses: optimization; mathematical modeling; queuing theory; engineering; physics (except descriptive or survey courses); econometrics; psychometrics; biometrics; experimental psychology; physical chemistry; industrial process analysis; managerial economics; computer science; measurement for management; mathematical models in social phenomena; and courses that involved application of operations research techniques and methodologies to problems of management, marketing, systems design, and other specialized fields; or other comparable quantitative analysis courses for which college-level mathematics or statistics is a prerequisite. GS-12 MINIMUM QUALIFICATIONS

In addition to meeting one of the basic requirements above, to qualify at the GS-12 grade level (starting salary $80,830) of this position you must meet either the specialized experience, education, or combination of specialized experience and education listed below. Specialized Experience

One year of professional or scientific specialized experience at the GS-11 level performing the following duties: Participating in scientific and research development initiatives for an organization. Applying mathematical or statistical techniques to evaluate intelligence information related to critical infrastructure. Identifying the appropriate scientific or mathematical methods to analyze critical infrastructure data. Creating visual representations of analysis using data visualization software. Providing research data for publication to communicate findings. Note: The content of your resume must support your claim -OR- Education

Successfully completed a Ph.D. or equivalent doctoral degree at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work. NOTE: Transcripts (unofficial or official) must be provided to support claim. -OR- Combination of Specialized Experience and Education

I have a combination of specialized experience as described in A above and graduate education (beyond the master's level) as described in B above, that when combined equals 100% of the qualification requirement. Note: Your transcripts and resume must support this claim. GS-13 MINIMUM QUALIFICATIONS: In addition to meeting one of the basic requirements above, to qualify at the GS-13 level (starting salary $96,117) of this position you must meet the following specialized experience. You qualify for the GS-13 grade level if you possess one year of professional or scientific specialized experience at the GS-12 grade level performing the following duties: Conducting exploratory research to collect, analyze, and interpret critical infrastructure information and data. Evaluating intelligence information and assessing the potential risk to critical infrastructure. Identifying the optimum test design and communicating with technical partners to appropriately analyze critical infrastructure data. Utilizing geospatial information system tools to analyze geospatial data for an organization. Preparing and presenting research reports for publication to communicate data findings Note: The content of your resume must support your claim. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Pay Range
