Job Summary
Work involves military construction contracts with a variety of structures and facilities as well as miscellaneous Civil Works and/or Hazardous, Toxic, Radioactive Waste (HTRW)contracts
Major Duties
- Serve as project engineer/coordinator for construction of primarily Civil Works and Military projects.
- Responsible for strict enforcement of Safe work practices and regulations.
- Apply extensive and diversified professional knowledge of civil/mechanical/electrical/environmental engineering theory, principals, and practices.
- Administer contracts while serving as Contracting Officer's Representative (COR), ensuring Quality assurance is achieved.
- Review contract plans and specifications.
- Conduct review and analysis of performance/progress schedules.
- Prepare technical and engineering support documents for modifications including design change clarifications, cost estimates, and negotiations with contractors.
- Coordinate between District Design Team, Project Managers, Contractor personnel, and other stakeholders.
- At the full performance level, provides guidance, advice, and technical assistance to lower-graded engineers

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). GS-11 Specialized Experience: one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes: 1.) Assisting in the review of design specifications, drawings, and scope of firm-fixed price contract requirements; and/or 2.) accumulating information necessary to support contract modifications and negotiations from differing site conditions, or variation in quantities; and/or 3.) ensuring safe practices and execution of quality workmanship in accordance with plans and specifications.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). You will be evaluated on the basis of your level of competency in the following areas:

Pay Range
$64,660.00 - $100,756.00
