Job Summary
This is a permanent position with Headquarters, US Army Corps of Engineers, Directorate of Civil Works located at the US Government Accountability Office (GAO) building in Washington, DC. NOTE: This is a re-announcement. If you previously applied, you must reapply to be considered.
Major Duties
- Serves under general supervision of the Chief, Construction Branch.
- Serves as the senior advisor with technical authority for implementation and evaluations of polices for construction as performed by United States Army Corps of Engineers (USACE) worldwide.
- Incumbent is responsible for formulating policy in assigned areas to ensure technical and operational efficiency of the design and construction mission.
- Provides guidance and direction to field offices pertaining to controversial or complex issues relating to design and construction policies.
- Conducts special studies to analyze, evaluate and make recommendations for approval to senior USACE Officials.
- Represents the agency as required, in Federal interagency activities, special task forces, working groups and committees on design and construction policy.

To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: applying design, construction, architectural and engineering principles, practices procedures, development techniques and methods of Civil Works and Military construction programs/projects and facilities; serving as a technical expert and authority for interpreting, planning, developing, architecture, engineering and construction policies, plans, regulations, directives, manuals, procedures, and guidance for implementation and execution; reviewing, evaluating and conducting studies in assessing construction, architectural, engineering activities for effectiveness, efficiency and compliance with new and existing legislation, policies, procedures and regulations; and communicating construction, architectural-engineering matters effectively to audiences internally and externally. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
Pay Range
$117,191.00 - $152,352.00
