Job Summary

You will serve as the Guam Program Management Office Planner in the Guam Program Management Office of NAVFAC PACIFIC. This position will be filled as a Community Planner (0020), Architect (0808), Civil Engineer (0810), Mechanical Engineer (0830), or Electrical Engineer (0850). A Cost-of-Living-Allowance (COLA) of 10.64% will be added to the stated salary. COLA is subject to change at any time.

Major Duties

  • You will plan and direct the work of a staff of professionals in delivering and performing various planning products and services.
  • You will advise individual employees on both technical matters.
  • You will provide expert consultation in the field of Master and Facility Planning to supported Commands.
  • You will lead a staff of professionals in delivering and performing various planning products and services.
  • You will confer with supported Command representatives in matters concerning scope, costs, scheduling, activity participation, and issues regarding Master Planning and the Shore Facilities Planning System.
  • You will keep the Team Leader informed of progress and problem areas.
  • You will resolve differences in opinion on technical issues between staff and supported Command representatives.
  • You will establish completion schedules for individual phases of work.
  • You will ensure that deadlines established are met.
  • You will provide facility planning and engineering services to various organizations to ensure adequacy of engineering solutions and/or cost estimates.
  • You will serve as team leader in large-scale and/or complex projects.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0810, 0830, or 0850 series. You must be a Registered Architect (RA) if applying for the 0808 series. You must be certified by the American Institute of Certified Planners (AICP) if applying for the 0020 series. Your license, registration, or certification must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. NOTE: You must submit a copy of your current license, registration, or certification with your application package. In addition to the basic requirement and selective placement factor for the job series in which you are applying, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Leading other professional engineers, architects, or planners in achieving shore facilities planning objectives for a Command; 2) Providing consultation/advisory services on master planning and facility planning for a major Command; 3) Preparing and presenting shore facilities planning briefs to high ranking military and civilian personnel; and 4) Monitoring progress and solving problems to ensure timely and quality completion of engineering, architectural, or community planning projects. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Applicants for the Community Planning Series (0020) must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: A. You have successfully completed a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. OR B. You have a combination of education and experience where you have successfully completed a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and have one (1) year of work experience in community planning acquired under the supervision and guidance of a community planner. OR C. You have a combination of education and experience where your courses were equivalent to a major in community planning , urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration; or a combination of related courses totaling at least 24 semester hours in any combination of the listed disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

Pay Range

$91,242.00 - $118,612.00
