Major Duties

  • You will oversee contracted design and construction activities to ensure compliance with contract specifications, safety standards and programs, and requirements for documentation of records and drawings.
  • You will enforce provisions (e.g., technical and administrative) of assigned construction contracts.
  • You will monitor construction activity to ensure compliance with contract plans, specifications, and scheduling.
  • You will participate in discussions with contractor representatives on matters of safety, installations regulations, utility outage coordination, progress of work, or needs of the tenant with respect to work under construction.
  • You will perform project management for multi-disciplinary teams to ensure successful project execution within construction standards.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor requires current registration as a Professional Engineer (PE) or Registered Architect (PA) in the District of Columbia, Guam, Puerto Rico, or any State in the U.S. NOTE: You must submit a copy of your registration with your application to be considered for this position. GS-13: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Leading or providing project management services for the planning, design, and/or construction of assigned projects (i.e., special projects, facility construction, demolition, maintenance, etc.) 2) Performing technical and administrative oversight of construction contracts from conception through close-out, to include scope, specifications and cost; 3) Developing and or maintaining project schedules to manage project execution; 4) Providing recommendations for resolving project problems due to design errors, unforeseen conditions, or changes in criteria; and 5) Preparing and presenting briefs related to scopes of work, design reviews, contract negotiations, etc. NOTE: This information must be supported in your resume to be considered for the position. GS-12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serving as a team member or lead providing significant assistance to the management of capital improvement projects (i.e., construction and/or facilities renovations, demolition, etc) from conception through close-out, to include scope, schedule and cost; 2) Assisting in the monitoring construction contractor quality and safety programs via available data metrics and by conducting site visits; 3) Conducting research and obtaining data for higher graded personnel involved in providing recommendations for resolving project problems due to design errors, unforeseen conditions, or changes in criteria; and 4) Assisting in the preparation of briefs related to scopes of work, design reviews, contract negotiations, etc. NOTE: This information must be supported in your resume to be considered for the position. Pay Range

$74,596.00 - $115,652.00
