Job Summary

You will serve as a CONSTRUCTION MANAGER (CM) in the Capital Improvements Division of ENGRFLDACT, NW/RESOFCHARGECONST EFA. This interdisciplinary position will be filled as a Fire Protection Engineer (0804), Architect (0808), Civil Engineer (0810), Mechanical Engineer (0830), or Electrical Engineer (0850).

Major Duties

  • You will review pre-final contract drawings and specifications (including technical RFPs) with respect to constructability and compatibility with actual field conditions.
  • You will monitor available project budget and time constraints, including relevant cost and schedule growth metrics.
  • You will initiate appropriate planning and corrective action as necessary to ensure funding thresholds and impacts to operational needs are not exceeded.
  • You will visit construction sites to monitor progress and solicit input from the Engineering Technician/Quality Assurance (ET/QA) representatives.
  • You will work closely with the assigned Engineering Technician (ET) and contractor's Site Safety Health Officer (SSHO) in reviewing and enforcing the management of the contractor's safety program to assure adherence to contract requirements.
  • You will provide technical solutions to unforeseen problems during construction.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0804, 0810, 0830, or 0850 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. NOTE: You must submit a copy of your current license or registration with your application package. In addition to the Selective Placement Factor and Basic Requirement for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying principles, concepts, and theories of advanced engineering/architectural methods and techniques (e.g., structural, civil, construction, mechanical, electrical, fire protection engineering, architecture) to serve as lead/project manager in the full range of construction projects;

2) Serving as lead engineer/architect in the full range of construction projects that involve various types of construction contracts, project delivery methods, and regulations governing Federal contract administration; and

3) Providing expert construction engineering and management advisory services to activities and tenants served by a Command or organization. Pay Range

$96,656.00 - $125,651.00
