Job Summary

This is an Interdisciplinary position which may be filled by any of the following series: Architect (0808), Civil Engineer (0810), Mechanical Engineer (0830), and Electrical Engineer (0850). You will serve as a Project Engineer or Architect performing Contracting Officer Representative (COR) responsibilities for the enforcement of contract requirements for all assigned contracts.

Specialized Experience: One year of specialized experience which includes: (1) Assist with reviewing project plans and specifications applicable to assigned job prior to contract advertisement, (2) Review and recommend appropriate action to supervisor concerning contract layout drawings prior to award, (3) Assist with monitoring inspection of construction operations for compliance with plans and certifications, (4) Prepare scopes of work and cost estimates for contracts and/or modifications and/or (5) Assist with monitoring construction activities to ensure compliance with the safety standards on assigned projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Minimum Qualifications for GS-12:

Specialized Experience: One year of specialized experience which includes: (1) Reviewing project plans and specifications applicable to assigned job prior to contract advertisement, (2) Review and recommend appropriate action to supervisor concerning contract layout drawings, (3) Monitor inspection of construction operations for compliance with plans and certifications, (4) Investigate need for contract change orders and make recommendations to supervisor, (5) Monitor construction activities to ensure compliance with the safety standards on assigned projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12, you must meet the minimum qualifications requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
