Job Summary

A successful candidate in this position willapply project management principles associated methods and techniques to ensure effective and timely achievement of project goals and objectives to support the Oak Ridge National Laboratory mission that includes performing a broad range of diverse actions that span the breadth of scientific, engineering, procurement, and management.

Major Duties

As a Interdisciplinary General Engineer/Physical Scientist, you will:

  • Establish performance expectations/measures consistent with sponsor guidance through formal correspondence to the contractor, which identifies scope of work, funding, deliverables, milestones, special requirements, etc.
  • Conduct oversight of contractor programs, project management, event reporting and operational oversight with authority to order “stop work” of operations if imminent danger is judged to exist.
  • Assist with the development and updating of existing Oak Ridge National Laboratory (ORNL) Site Office (OSO) processes for departmental requirement changes in assigned areas.
  • Participate in reviews and interpretation of contractor performance to support contract administration activities such as, but not limited to, compliance with laws and regulations, authorization of work, and determination of contractor award fee.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

For General Engineer Basic Qualification Requirements are as follows: A. Degree: Engineering.To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- B. Combination of education and experience-- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional.

For Physical Science Basic Qualification Requirement for grade level GS-14 and above are as follows: (A) Degree: physics; or related degree that included at least 24 semester hours in physics.

OR

(B) Combination of education and experience -- courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education

In either A or B above, the courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.

AND

In addition to meeting the basic requirements, applicants must meet the specialized experience as identified below.

Specialized Experience requirements for GS-14 positions are as follows:

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as: Performing project management responsibilities for proposed and ongoing site line item, programmatic, and/or infrastructure projects in accordance with established project management requirements

Reviewing and evaluating design and construction progress in accordance with established milestone costs and technical requirements.

Preparing and presenting project reports and briefings for management and HQ staff on status of projects, problems, recommendations and related matters.

Providing project capital management including, developing and executing budget requests, scheduling, prioritizing, and monitoring of contractor performance for assigned projects.

Reviewing and approving project execution plans and acquisition strategies by making independent technically based evaluation of contract-operations from the standpoint of program and project management.

Evaluating contractor performance against performance criteria and provides comprehensive input for the contractor evaluation process to include identifying hazards, potential problems, and incidents of non-compliance with standards and guidelines to management to include Leading Integrated Project Team(s).

Participating in the investigations, reviews, resolution of accidents and/or occurrences, employee concerns and complaints regarding agency and contractor operations.

Coordinating with staff to ensure preparation of appropriate Safety Analysis Reports and National Environmental Policy Act (NEPA) documentation, as necessary.

Conducting oversight of contractor programs using knowledge and awareness of contractor facilities, operations, and research activities including work planning, management, and program self-assessments by the contractor to evaluate programs effectiveness. Knowledge of, and the ability to apply, project management principles, methods and techniques, such as technical, cost and schedule control to ensure effective and timely achievement of project goals and objectives to assess contractor performance and to provide meaningful feedback for project improvement.

Knowledge and awareness of contractor facilities, operations, and research activities including work planning, management, and program self-assessments by the contractor to evaluate programs effectiveness. Demonstrated skill in developing effective working relationships with high-level manager and executives within DOE-SC.

Knowledge of the DOE organization, missions, functions, programs, internal operations, and administrative policies and procedures to adequately and effectively perform work.

Knowledge of government and agency contractual and funding policies, rules, regulations, relationships and administrative processes sufficient to develop and procure services and studies, serve as the DOE coordinator on active and proposed project work to be contracted out and to develop and justify operating and capital funding requirements.

Skill and ability in communication and partneringwith a variety of department, organizations, regulatory agencies and stakeholders, "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. Pay Range

$107,807.00 - $140,146.00
