Job Summary

The incumbent serves as an Environmental Engineer, Physical Scientist or Natural Resource Specialist and provides Service wide leadership in advancing the adoption of air pollution control strategies by states and federal agencies to protect park resources and values; working collaboratively with others to ensure that air pollution control policy, regulations, air quality standards, permit requirements and plans build in safeguards for park air quality and related values.

Major Duties

  • Duties will be developmental in nature when filled below the full performance level.
  • Provide technical assistance to facilitate NPS affirmative responsibility to preserve, protect, and enhance air quality and air quality related values in national park system units for the benefit of future generations.
  • Collaborate with federal, state and local air pollution control authorities in carrying out responsibilities under the Clean Air Act.
  • Review proposed and existing statutes, regulations, policies and guidance related to or affecting air resource protection within national park system units.
  • Review plans, permit applications and specifications for new and modified industrial facilities and area sources that may affect park resources.
  • Work with park resource managers to advance clean air in national park system units.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your transcripts must be provided with your application. BASIC REQUIREMENT FOR GENERAL NATURAL RESOURCES MANAGEMENT AND BIOLOGICAL SCIENCES SERIES, 0401:

A. EDUCATION: Bachelor's (or higher) degree that included a major study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to this position.

B. COMBINATION OF EDUCATION AND EXPERIENCE: Courses equivalent to a major study, as shown in statement A above, plus appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate that you possess the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. BASIC REQUIREMENT FOR ENVIRONMENTAL ENGINEERING SERIES, 0819:

A. Bachelor's degree (or higher) in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:1.) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.2.) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.3.) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.4.) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) BASIC REQUIREMENT FOR GENERAL PHYSICAL SCIENCE SERIES, 1301:

A. EDUCATION: Bachelor's (or higher) degree that included a major study in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. -OR-

B. COMBINATION OF EDUCATION AND EXPERIENCE: education equivalent to one of the majors, as shown in statement A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. -AND- MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying: GS-12:

Specialized Experience: Applicants must have at least one year of specialized work experience equivalent to the GS-11 grade level in the Federal service performing the following: (1) providing technical and/or policy leadership on the subject of the technical and economic feasibility of air pollution reductions or air pollution equipment for various source types; (2) developing project plans, facilitating discussions, identifying specific policy and regulatory needs for air pollution control; (3) preparing reports and briefing papers on emission control options relevant to policy issues; and (4) analyzing and reviewing and/or developing national air pollution control standards, regulations, implementation plans and policies. GS-13:

Specialized Experience: Applicants must have at least one year of specialized work experience equivalent to the GS-12 grade level in the Federal service performing the following: (1) developing and/or using air quality-related information to influence federal and/or state legal and regulatory requirements; (2) analyzing Major Stationary Sources (as defined by Environmental Protection Agency (EPA)) to determine the Best Available Control Technology (as defined by EPA) to reduce the emission of air pollutants; (3) analyzing and/or establishing emission controls in regulations, State Implementation Plans, Federal Implementation Plans and Tribal Implementation Plans to reduce air pollution; and (4) preparing training materials for both internal and external groups.
