Job Summary

The AK District is seeking to fill a Civil Engineer in the Programs and Project Management Division, Missile Defense Branch. An ideal candidate will have strong experience in construction contract administration and quality management, knowledge of construction, contract negotiations, technical writing, and cost analyses. This position is being filled under the Expedited Hiring Authority (EHA) for Defense Acquisition Workforce Positions in accordance with 10 USC § 1705(g).

Major Duties

  • This is a developmental position; duties listed below will be performed in a developmental capacity at the GS-11 grade level. At the full performance, GS-12, the incumbent will:
  • Serves as an office engineering specialist for the Area Office.
  • Conducts a wide array of activities associated with negotiating large and small dollar value changes with contractors.
  • Prepares government cost estimates for change orders less than the Small Purchase Threshold(SPT) and provides input to other estimates above the SPT for proposed modifications and funds requests.
  • Negotiates with contractors on modifications.
  • Reviews and assesses disputes and formal claims.

The entry requirement requires completion of education or a combination of education and experience sufficient to be comparable to that normally acquired through the completion of a four year course of study with a major in the professional or scientific field. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). For this job, at the GS-12 level, there is no education substitution for experience, you must qualify based on specialized experience. $76,525.00 - $110,211.00
