Major Duties

This position serves as a technical expert within the Oil and Gas Management Program. The incumbent will be responsible for providing oversight of the Federal and Indian Oil and Gas resources within the state. The position requires knowledge and application of the principles of geology and engineering and for all aspects of oil and gas management. Duties may include but are not limited to:

  • Serve as budget lead for all oil and gas fluid mineral functional areas.
  • Provide oversight and assistance to Field Offices in the development of geological and mineral aspects of NEPA documents. Provides policy and technical guidance to the Field Offices on related planning issues for Oil and Gas Fluid Minerals program.
  • Provide procedural and policy guidance as necessary.
  • Review and research applications for suspension of operations on Federal oil and gas leases. Assists in review and recommendation of lease agreements.
  • Conduct program audits, prepares findings, identify training needs, makes recommendations to the State Director.
  • Evaluate and process royalty rate reductions and ensure compliance with regulations.
  • Establish and maintain cooperative relationships with other BLM offices, agencies, groups, and responds to public questions concerning laws, regulations, and policy related to oil and gas mineral resources on public lands.

Physical Demands: The individual works primarily in an office setting at this level. There may be some walking, standing, or bending. The individual may also, on occasion be required to walk or drive vehicles over rough terrain, and perform duties that require recurring bending, crouching, stooping, reaching, or lifting. Work may also include lifting or moderately heavy items, such as equipment ans samples.

Work Environment: The work is performed primarily in an office setting. However, when necessary to complete the worl, there may be outdoor exposure. Outdoor exposure requires some discomfort in extreme temperature or inclement weather. The incumbent may be subject to hostile wildlife, chemical, and physical hazards.

Qualifications

This position has an individual occupation requirement.

To qualify for a Petroleum Engineer GS-0881-13, you must meet one of the below requirements: A degree in Engineering. To be acceptable the program must: (a) lead to at least a bachelors degree in a school of engineering with at least one program accredited by ABET; or (b) include differential and integral calculus and courses in at least 5 of the following areas of engineering science or physics: (1) statistics, dynamics (2) strength of materials (3) fluid mechanics, hydraulics (4) thermodynamics (5) electrical fields and circuits (6) nature and properties of materials (7) any other comparable area of fundamental engineering science or physics. To be creditable, courses must be more advanced than first yet physics and chemistry.

A combination of education and experience; college level education, training, and/or technical experience that furnished a thorough knowledge of physical and mathematical science underlying engineering and a good understanding, both theoretical and practical, of engineering sciences and techniques and their applications of engineering.The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.

Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph 1. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph 1.

Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. To qualify for a Geologist GS-1350-13, you must meet one of the below requirements: A degree in geology plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining, or petroleum engineering, computer science, planetary geology, comparative paleontology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography.

A combination of education and experience which include course work outlined above, plus appropriate experience or additional education. Acceptable experience may have been gained through geological field or laboratory work that provided a means of obtaining professional knowledge of the theory and application of the principles of geology and closely related science. In addition to the above individual occupation requirement, you must meet the below specialized experience.In order to be rated as qualified for this position, we must be able to determine that you meet these requirements. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.

To qualify you must possess at least one year of specialized experience equivalent to the GS-12. Examples of specialist experience may include: Experience interpreting and applying applicable statues, regulations, procedures and policies, IBLA decisions and Solicitor Opinions and their applicability to the process of fluid minerals actions. Applying fluid mineral laws, public land laws and legal records, lease sale procedures and requirements, and inspection and enforcement principles. Gathering, assembling, analyzing and evaluating information regarding organizational and management problems and processes. Analyzing issues and creating policy documents to address issues within the area of Fluid Minerals Management. Education may not be substituted for specialized experience at this grade level.

You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.

Pay Range

$99,429.00 - $129,261.00
