Major Duties

You will:

- Serve as an expert technical authority on Water Infrastructure Division's implementation of Water Infrastructure Finance and Innovation (WIFIA) as it relates to the technical/engineering/scientific aspects of project design, construction and operation.

- Plan, develop, review, evaluate and directly participate in the establishment and implementation of the WIFIA loan program and works with private consultants to assure that projects considered for loans under the program are of the the highest quality possible.

- Serve as a team member on a cross office workgroup charged with expert technical reviews and makes recommendations to support approval or denial of specific applications for financing under the WIFIA program.

- Provides expert technical and engineering/scientific advice and consultation to agency and/or contract technical personnel on problems of a highly technical nature pertaining to criteria or specifications relating to implementation of the WIFIA loan program.

Qualifications

You need a degree or combination of education and experience as described below to qualify for this position.In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as experience working in engineering and/or physical science related to water or wastewater treatment/management and experience applying Clean Water Act and Safe Drinking Water Act regulations, policies, and programs.Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of the principles, theories, and practices in one or more specialized areas of the field of environmental engineering/physical science.

Knowledge of wastewater treatment area in general and infrastructure project review and evaluation.

Ability to work on teams in order to provide expert technical/engineering/scientific reviews.

Ability to communicate effectively both orally and in writing in order to present and develop expert technical reviews and make recommendations.

Knowledge of the Clean Water Act, water infrastructure finance programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Pay Range

$102,663.00 - $133,465.00
