Job Summary

You will serve as a in the Environmental Program Manager at the Environmental Division of NAV FACILITIES ENGINEERING COMMAND SE.

Major Duties

  • You will research environmental regulations, policies and instructions under the Clean Air Act (CAA), the Clean Water Act (CWA), the Emergency Planning and Community Right to Know Act (EPCRA), the Pollution Prevention and Oil Pollution Act (OPA), etc
  • You will develop policy and instructions at the installation level for CAA, CWA, EPCRA, Pollution Prevention, Installation Restoration and Spill Response, as well as provide technical recommendations to senior leadership on compliance requirements.
  • You will ensure that chemical use/storage requirements and permits are met and that tenant commands and contractors are in compliance with all regulatory requirements in these respective program areas.
  • You will compile data for compliance program requirements and prepare reports, plan and permit revisions to ensure installation conformance to federal, state and local regulations applications.
  • You will conduct inspections of environmental units and operations to ensure compliance with environmental regulations, policies, instructions and permits.
  • You will compile and validate hazardous materials usage data to ensure EPCRA reporting requirements are met.
  • You will serve as a representative to the community and to federal, state and local agencies on matters related to the air, storm water, wastewater, pollution prevention, EPCRA, installation restoration and spill response programs.
  • You will perform calculations to ensure conformance with permit requirements, recommend analytical/monitoring methods, and interpret technical reports to determine compliance with permit regulations.
  • You will develop and conduct environmental training pertinent to permit requirements and installation operations.
  • You will perform self-audits and inspections to verify compliance with applicable standards/permit requirements for air, wastewater, ground water, and storm water programs.
  • You will conduct technical reviews of installation projects to ensure environmental compliance.
  • You will develop budget and technical documentation for project and recurring operational expenses for responsible program areas.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Researching environmental regulations, policies, instructions under the Clean Water Act (CWA), Safe Drinking Water Act (SDWA) and may include Clean Air Act (CAA), Pollution Prevention and Oil Pollution Act (OPA), 40 CFR 112 and Comprehensive Environmental Response, Resource Conservation and Recovery Act (RCRA), Compensation and Liability Act (CERCLA), etc. and provide technical recommendations to senior leadership on compliance requirements 2) Conducting technical reviews of installation projects to ensure environmental compliance with storm water, drinking water and wastewater; 3) Performing self-audits and inspections to verify compliance with applicable standards/permit requirements for storm water, drinking water and wastewater; may include air, petroleum, oils and lubricants (POL)/ tank programs; 4) Compiling data for compliance program requirements and prepare reports, plan and permit revisions to ensure installation conformance to federal, state, local regulations applications; and 5) Developing and conducting environmental training pertinent to permit requirements and installation operations. Pay Range

$76,721.00 - $99,741.00
