Job Summary

The position is assigned to the Bureau of Reclamation, Region 10 - California-Great Basin, Northern California Area Office,in Redding, CA.Position will bephysically located at Shasta Lake,CA, which is approximately 13 miles north ofRedding, California. Major Duties

Position may be filled at the GS-11 or GS-12 level. At the full performance GS-12 level, the incumbent serves as a Senior Engineer (Project Manager).

At the GS-11 level, the duties of this position are developmental in nature and lead to the full performance level of GS-12. The incumbent may be non-competitively promoted tot he next level of the position upon meeting all regulatory requirements; certification by the supervisor of successful performance; completion of all training requirements; and the availability of work at the next higher grade level. Promotion is not automatic.

This is an interdisciplinary position and may be filled in any of the following series 0810, 0830 or 0850, depending on the qualifications of the selected candidate.

Serves as an Interdisciplinary Engineer (Civil, Mechanical, or Electrical) project manager and point of contact for engineering projects and related resource management issues.

  • Performs life-cycle project management and coordination activities for a broad range of complex engineering projects (e.g., power generation and water conveyance projects).
  • Develops, coordinates and monitors formal critical path schedules and ensures resolution of technical and administrative problems that potentially affect project completion.
  • Formulates and manages the current and out-year budgets for assigned projects, programs and activities.
  • Reviews technical documents such as plans and specifications, design documents, NEPA documents, statements of work, operating plans, water service contracts, biological opinions, study plans and conservation plans for consistency with other projects, policies, issue resolutions, agreements and other basin-specific guidance.
  • Develops partnerships and agreements to bring other Federal, state and non-governmental resources together to accomplish studies and other projects.
  • Represents the Area Office in a wide range of meetings and negotiations.
  • Coordinates or prepares statements of work and estimates of project costs. Serves as technical advisor to contract selection boards, Contracting Officer's Technical Representative.

Qualifications

Education: To receive credit for education completed outside the United States, applicants must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.In addition to meeting Basic Education, applicants must have specialized experience or additional education as defined below:

GS-11: One year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in the Federal service OR three years of progressively higher level graduate education leading to a PhD degree OR PhD degree or equivalent doctoral degree.

GS-12: One year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in the Federal service.Definition of Specialized Experience: To meet specialized experience, your resume must describe experience that demonstrates the particular knowledge, skills, and abilities as follows:

GS-11: Experience performing life-cycle project management and coordination activities for a variety of complicated engineering projects; assisting with the formulation and management of current and out-year budgets for assigned projects; reviewing technical documents such as plans and specifications, design documents, operating plans, water service contracts, etc.Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects, directing actual work operations, and maintaining appropriate contracts with the organization funding the project. GS-12: Experience in the operation and maintenance of hydropower facilities, water control systems and associated facilities; experience applying engineering principles in construction, operation, or maintenance of civil works projects related to power and to the storage and conveyance of water such as canals, dams, pipelines, or tunnels; managing the operations and maintenance of an industrial, commercial, military or other special-purpose installations, including planning maintenance activities and developing preventative maintenance programs; conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects, directing actual work operations, and maintaining appropriate contracts with the organization funding the project. These examples are not all inclusive.

Experience that would not normally be part of an applicant's position may be creditable when documented by satisfactory evidence (e.g., a memorandum from the manager or human resources director, SF-52, or similar documentation).

Pay Range

$86,484.00 - $110,287.00
