Job Summary
This position is located with the Alaska Region, Chugach National Forest, Recreation, Lands, Minerals & Heritage Unit. The incumbent provides strategic guidance and leadership to the recreation program activities, as well as associated program areas such as wilderness (wilderness study area), trails, and recreation fees. Major Duties
- Provide expert technical support and facilitate interdisciplinary approaches to the development of resource plans and recreation management activities.
- Work closely with and assist research units in projects being conducted on the unit.
- Evaluate program recommendations and modifications.
- Inspect and determine special clauses for contracts, special use permits and agreements to include recreation considerations.
- Formulate long-range recreation management planning input.
- Analyze recreation opportunities and facilities and recommend priorities and adjustments based on changing direction.
- Identify, analyze, and recommend recreational priorities.
- Provide predictions on the accomplishment of established goals for recreation management activities.
- Prepare detailed environmental analysis reports and evaluate proposed statements prepared by others.
- Draft policy, technical guides, standards, and methods for recreation management.
- Provide accomplishment information for use in measuring overall accomplishments.
- Provide advice and assistance in the planning, coordination and development of the assigned programs, including development and execution of a multimillion dollar budget
- Evaluate program accomplishment for quantity, quality and cost through regular inspections of a recreation management program
- Prepare and/or assess short-range and long-range recreation resource budget plans
- Apply current developments in natural resource/recreation management to solutions of novel or controversial recreation issues.
- Adjust and revise practices and procedures to facilitate operations and administrative obstacles.
- Exercise a high degree of resourcefulness and ingenuity in devising long-range and short-range solutions to problems of a unique or novel nature which preclude the application of standardized methods.

Basic Requirement: GS-101: Degree: behavioral or social science; or related disciplines appropriate to the position OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. GS-401: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position OR Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. GS-807: Degree: landscape architecture or landscape design OR Combination of education and experience - for each year short of graduation, the applicant must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the federal service. Specialized experience is defined as: Provided recommendations on operating policies, practices, and procedures for trails, developed, and dispersed recreation sites; Developed and reviewed environmental analysis/environmental impact statement reports, Forest Plan Revision content (or equivalent) and recreation plans to ensure compliance; Developed long-range action plans and short-range operating plans for recreation, heritage, Wilderness, Trails, and environmental coordination programs; Developed budget formulation at the Forest or equivalent unit level, tracking accomplishments obligations and expenditure schedules for the fiscal year. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
Pay Range
$85,799.00 - $111,543.00
