Job Summary

As a resources manager, serves as a principal advisor in the management of natural and cultural resources and is responsible for program development and implementation.

Major Duties

  • Leads and manages the resources program for maximum stewardship.
  • Develops and implements resources management goals, plans, policies, and procedures for carrying out a multi-disciplinary, fully integrated program that protects and preserve a world class geologic and sacred landmark.
  • Identifies short- and long-term resources issues, sets objectives, outlines research/management needs, and obtains resources to implement programs to sustain or restore ecosystem processes. Assists in the park?s Resource Stewardship Strategy (RSS).
  • Reviews and prepares division input into park plans and strategies, from large-scale environmental impact statements to smaller assessments and project proposals.
  • Works effectively with other park staff, the regional and national office, Devils Tower Natural History Association, tribes, the local community, government organizations, and other stakeholders to improve collaborative approaches to stewardship.
  • Cooperatively and aggressively seeks opportunities to collaborate with academic institutions and science agencies on research that benefits the park and broader landscape.
  • Negotiates and administers cooperative or interagency agreements, memorandums of understanding, and research permits to facilitate a highly credible program of science related to the surrounding resources.
  • Performs the full range of supervisory duties for subordinate seasonal, temporary, volunteers-in-parks, and other personnel.
  • Manages a budget from various fund sources including park base, fee dollars, donation, cost recovery, and natural or cultural resource funds.

Qualifications

All qualifications must be met by the closing date of this announcement-01/31/2020-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. Biologist, 0401: 4-year course of study in an accredited college/university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR Combination of education/experience that included course work equivalent to a major (i.e., 24 semester hours) in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to biology; PLUS appropriate experience or additional course work. Combination must demonstrate the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with major described above.

GS-1301: 4 year or higher degree in physical science, engineering or mathematics that includes 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR Equivalent combination of education and experience: education equivalent to one of the majors shown above, that included 24 semester hours in physical science and/or related engineering science, plus experience/additional education to total 4 years. Combination must demonstrate the knowledge, skills, abilities required to perform work of the position and comparable to that through the completion of a 4-year course of study with a major as described above.

GS-0193: Degree that included 3 semester hours each in the following course areas: (1) History of archeology, (2) Archeology of a major geographical area such as North America or Africa, (3) Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development, (4) Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques, (5) Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, report preparation by participation in field work. AND six semester hours of related course work: (1) geography, geology, cultural geography; (2) history, historiography, historical archeology; (3) environmental studies; (4) scientific writing (nonfiction English composition); and/or (5) surveying; AND Archeological field school.

OR A degree in anthropology (emphasis ethnology, physical anthropology, or scientific linguistics), history, American studies, or related discipline provided the curriculum supplied academic course work sufficiently similar to the requirements in above, including archeological field school.

OR College-level education/training that provided knowledge equivalent to that described above, plus appropriate technical experience or additional education.

OR 4 years archeological work experience that demonstrated thorough knowledge of fundamental principles/theories of professional archeology. Work experience must include archeology field experience, which may include that gained in an archeological field school. Field experience should include a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Field experience should, after additional experience under the direction of a higher grade archeologist, demonstrate ability to be crew chief, directing work of others at single location as a part of larger archeological project.

GS-0190: A degree in an appropriate field of anthropology.

OR Combination of education and experience in courses equivalent to a major, or a combination of courses totaling at least 24 semester hours in an appropriate field of anthropology, or related course work, plus appropriate experience or additional education.

OR 4 years of appropriate experience in anthropology performing research, museum work, or similar professional-level work. Minimum Qualifications GS-0401/0190/0193/1301-11:

Specialized Experience: at least one year of specialized experience equivalent to the GS-09 level in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of qualifying specialized experience include duties such as: participating in the planning and execution of ecological or biological studies with a limited number of variables; performing established, standardized tests and analyses on a broad range of biological samples; conducting studies using established fact-finding and evaluation procedures; conducting long-term monitoring of biological or ecosystem components; design, develop, test, and implement scientific monitoring protocols; developing scientifically credible protection, mitigation, and restoration projects; or developing and carrying out statistically valid data collection protocols.

Education: successfully completed at least three years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to biology, or physical science, engineering or mathematics or directly related fields, which is directly related to the work of this position and demonstrates possession of the knowledge, skills, and abilities required for this position.

Combination: an equivalent combination of such education and experience. For example, 6 months of the specialized experience described (50% of the experience requirement), and 45 semester hours or 68 quarter hours of directly-related graduate level college study as defined above in an accredited institution (50% of the qualifying education). Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

$64,009.00 - $83,210.00
