Job Summary

This is for two positions which are located on the White Mountain National Forest. One will be on the Saco Ranger District in Conway, NH, and the other will be located on the Androscoggin Ranger District in Gorham, NH. These positions are responsible for managing a Developed Recreation program on a ranger district. Major Duties

  • Evaluate recreation needs in order to plan, organize, advise on, and administer recreation activities which promote physical, creative, social, and environmental development of participants.
  • Conduct surveys and studies of existing developed and dispersed recreation facilities to determine their use and demand.
  • Provide specific program input into the overall natural resources management planning process.
  • Coordinate with other natural resource disciplines to ensure program requirements are included in project planning and execution.
  • Develop, plan and monitor new construction of recreation trails, parking areas, trailhead facilities, campgrounds, picnic areas, parking areas, and access roads.
  • Implement recreation plan objectives and inspect the full range of recreation uses, administration of special authorizations for recreation events and concessionaire operations.
  • Develop plans for potential sites or areas for additional recreation use and planned development.
  • Gather relevant information and project costs for recreation facilities, maintenance, and operation, including developing source documents for managing and carrying out management plans.
  • Develop and monitor the annual program plan of work for recreation, lands, trails, special uses, and minerals activities as well as budget preparation and monitoring.
  • Process special use applications including on-the-ground investigations of site suitability, preparation of associated environmental assessment reports, and special use permits in final form.
  • Gather, compile, and analyze data needed to determine proposed resource management activities.
  • Coordinate and implement approved resource management plans for natural resource projects.
  • Use databases to maintain unit information in order to monitor recreation resource program activities.
  • Communicate program information to the public concerning agency management practices, rules, and regulations.

OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in a major field of study that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Related course work generally refers to courses that may be accepted as part of the program major. OR Combination of education and experience that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, AND experience sufficient to demonstrate that I possess the knowledge, skills, and abilities required to perform work in the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-07: You must have one year specialized experience equivalent to the GS-05 in the Federal service. Specialized experience is defined as one or more of the following: Performing basic duties and receiving training pertaining to forest recreation program; Assisting higher grade employees or working as a team member in accomplishing selected portions of projects which include collecting field data on minerals, lands, trails and special uses for preparation of management plans; and Assisting in writing reports of technical nature in support of natural resource planning. OR one full year of graduate level education; OR an appropriate combination of graduate level education and specialized experience; OR Superior Academic Achievement (to determine if you are eligible, go to: http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp).The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. For the GS-09: You must have one year specialized experience equivalent to the GS-05 in the Federal service. Specialized experience is defined as one or more of the following: Collected fees and reported issues of non-compliance to a higher level employee; Provided program input into the natural resources planning process, and assisted with developing an annual program of work; and/or Performed developed or dispersed recreation operations, facility maintenance, and support. OR a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.; Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Pay Range

$42,053.00 - $66,868.00
