Job Summary

This position is in the Department of Homeland Security, Science & Technology (S&T) Directorate, Washington, DC This announcement will be open for 10 business days OR until the first 100 applications have been received, whichever happens first.

Major Duties

  • Oversee the planning, execution and governance of Technology Scouting and Operational Experimentation (OPEX) programs and their related projects to meet customers' needs and the successful delivery of programs' output/product.
  • Identify program, project and technological changes to facilitate projects, enhance cost-effectiveness, and optimize fulfillment of customer needs and direct/coordinate implementation of these changes.
  • Direct/conduct costs analyses to optimize the use of resources and budget planning; and oversee and manage annual budgets reflecting program costs and priorities.
  • Provide information for justifications, presentations, and testimony for senior agency managers.
  • Provide a full range of technical and administrative supervision, to include planning work goals, setting/adjusting work priorities, evaluating work performance, and developing performance standards.
  • Participate in, and conduct conferences, meetings, hearings, and/or presentations to discuss and resolve problems or issues of considerable consequence or importance to the program or program segment(s) managed.

Qualifications

This announcement is issued under the Direct Hire Authority (DHA) to recruit for positions for which there is a critical hiring need. Selectee(s) will receive a career or career-conditional appointment in the competitive service and may be required to serve a one-year probationary period. This is an Interdisciplinary position which may be filled under any of the following occupational series, depending on the qualifications of the applicant and needs of the agency: General Engineer, GS-0801 General Physical Science, GS-1301 All applicants must meet at least one of the following Basic Requirements for either the General Engineer, and/or General Physical Science series: Basic Requirement, General Engineer, GS-0801: A. Possess a bachelor's or higher degree in professional engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Note: You must submit documentation to support your claim or you will be found ineligible.

OR

B. Do not meet the complete requirements of option A, but have a combination of education and experience consisting of successful completion of college level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional Registration - Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico;

OR

2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) 2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico;

OR

3. Specified Academic Courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. Note: Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided you have had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) Basic Requirement, General Physical Science, GS-1301: A. Possess a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the Basic Requirement listed above, you qualify for the GS-15 grade level if you possess one year of specialized experience at the GS-14 grade level performing the following duties: 1) Directing technical and administrative programs that involve and support the mission of an agency, congressional interest and/or that have pervasive impact on the general public;

2) Justifying and/or managing program budgets and using cost-benefit analysis to set priorities and track expenses in support of an agency's mission;

3) Developing policy, goals, objectives and procedural changes to improve the overall quality of programs to integrate organization and integration objectives;

4) Performing the full range of supervisory duties, including planning, organizing, directing, and evaluating the work of subordinate staff members; and

5) Communicating orally and in writing to provide written/oral reports with conclusions, alternatives and recommendations. NOTE(s): Education: You must submit a copy of your college transcripts (official or unofficial) to document meeting the Basic Requirement. Experience: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Pay Range

$142,701.00 - $170,800.00
