Job Summary

Major Duties

  • Function as the regional expert regarding Forest Service National Environmental Policy Act (NEPA) strategy and implementation, and interpretation of Council of Environmental Quality (CEQ) regulations.
  • Provide guidance to Forest and Regional Office Staffs and advise them on NEPA policy, standards, and guidelines as well as information from administrative reviews (post-decision appeals, pre-decision objections) and litigation decisions.
  • Using unit quality oversight and assurance plans, monitor and evaluate overall Regional Environmental Coordination program implementation.
  • Organize and directs ad hoc team reviews of selected projects, programs, and policies as part of NEPA quality assurance, ensuring there is appropriate involvement of the Office of General Counsel and staff units.
  • Directs the reviews of Regional-level NEPA documents, assuring involvement of appropriate staff units and the Office of General Counsel.
  • May represent the Region or units on environmental matters affecting the Region in contacts with Federal and state agencies.

0101 Series: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in behavioral or social science; or related disciplines appropriate to the position.

OR

Combination of education and experience -- that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. 0401 Series: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR

Combination of education and experience with courses equivalent to a major described above, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirements:

For the GS-12: One year of specialized experience equivalent to at least the GS-11 grade level. Examples of specialized experience are: Served as member of an interdisciplinary team assisting with the development, protection, conservation, and utilization of natural resources impacted by land management planning activities; assisted in developing alternative strategies within existing land management and economic guidelines, models and regulations; assisted with providing technical assistance in environmental analyses and reviewed environmental documents to ensure adequacy; assisted with the review of long and short-range plans to ensure they were consistent with strategies and program emphasis in an approved land and resource management plan and recommended changes to such plans as appropriate. For the GS-13: One year of specialized experience equivalent to at least the GS-12 grade level. Examples of specialized experience are: Served as the senior planner for an interdisciplinary team in the development, protection, conservation, and utilization of natural resources impacted by land management planning activities; developed alternative strategies within existing land management and economic guidelines, models and regulations; provided technical assistance in environmental analyses and reviewed environmental documents to ensure adequacy; coordinated public review and input into analyses and land management plans; reviewed long and short-range plans to ensure they were consistent with strategies and program emphasis in an approved land and resource management plan and recommended changes to such plans as appropriate. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Pay Range

$76,721.00 - $124,955.00
