Job Summary
The position is located in the Federal Highway Administration, Eastern Federal Lands Highway Division, Office of Project Delivery, Bridge Branch. You will serve as the Lead Structural Engineer for the Bridge Management Team, responsible for developing, implementing, and maintaining the FLH Bridge Management Program (BMP).
Major Duties
As a Lead Civil Engineer (Structural), you will:
- Assist with the FLH's Bridge Management Program, which is focused on providing system wide condition analysis and reporting to support FLH partner agencies' bridge program decisions.
- Evaluate and prioritize repair, rehabilitation, and replacement needs for those Federal Agency bridges that are included in the bridge inventory maintained by the Bridge Branch.
- Provide programming recommendations, which involves defining and prioritizing work needed at the local facility and regional levels, to FLH's partner agencies and the FLH Divisions, to support the partner agencies' Transportation Planning and Programming functions.
- Work closely with the Bridge Inspection Program Supervisory Engineer to achieve, maintain, and improve the quality, completeness and compatibility of bridge inspection data.
- Communicate with agency program managers and provides guidance to verify that the data is in conformance with NBIS requirements, and work with agency personnel to identify and correct any apparent errors and inconsistencies in the data.
The ideal candidate for this position will be an engineer with a strong background in bridge design and/or bridge safety inspections for complex structures with a good understanding of Bridge Management Software (BrM) that includes the use of deterioration modeling.
Qualifications
To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.To qualify for the GS-13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience in the knowledge of the National Bridge Inspection Standards (NBIS) and of bridge management systems.
Experience with systems engineering in relation to BrM Bridge Management software or similar.
Experience performing bridge design and/or bridge safety inspections. You cannot substitute education for experience at this level, you must have experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Pay Range
$99,172.00 - $128,920.00
