The primary purpose of this position is to function as the Team Leader for the Data Administration Team of the Climate Data Branch and to perform meteorological database analysis and management.
Major Duties
- Team leader of the Data Administration Team. Leads the team on the day-to-day tasks involved with the development of data policy and standards, collection, creation and distribution of metadata and archive of the climatological database.
- Directs projects to design, develop, and implement new environmental database standards supporting the receipt, ingest, and archive of worldwide environmental data.
- Creates and manages the Climatological Data Archive. Ensures the environmental databases meet DoD standards and that, backup copies are created and maintained in an offsite storage location.
- Creates metadata describing the Climatological Data Archive. Collects metadata and creates documentation on all the archived databases including information on quality, lineage, formats and any restrictions on the data.
- Actively participates in data modeling and standardization efforts. Leads groups involved in implementing the Joint METOC data segments. Is the subject matter expert on the Joint METOC data segments.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1340-12, Meteorology Series. For information click here. BASIC REQUIREMENTS:
A. Degree: meteorology, atmospheric science, or other natural science major that included: 1. At least 24 semester (36 quarter) hours of credit in meteorology/atmospheric science including a minimum of: a. Six semester hours of atmospheric dynamics and thermodynamics;*
b. Six semester hours of analysis and prediction of weather systems (synoptic/mesoscale)
c. Three semester hours of physical meteorology; and
d. Two semester hours of remote sensing of the atmosphere and/or instrumentation. 2. Six semester hours of physics, with at least one course that includes laboratory sessions.*
3. Three semester hours of ordinary differential equations.*
4. At least nine semester hours of course work appropriate for a physical science major in any combination of three or more of the following: physical hydrology, statistics, chemistry, physical oceanography, physical climatology, radiative transfer, aeronomy, advanced thermodynamics, advanced electricity and magnetism, light and optics, and computer science. * There is a prerequisite or corequisite of calculus for course work in atmospheric dynamics and thermodynamics, physics, and differential equations. Calculus courses must be appropriate for a physical science major. NOTE: You must submit a copy of college transcripts with your application. OR
COMBINATION OF EDUCATION AND EXPERIENCE: course work as shown in A above, plus appropriate experience or additional education.

AND in addition to meeting the basic requirement above, you must also meet the qualification requirements below: SPECIALIZED EXPERIENCE: One year of specialized experience that equipped the applicant with a particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically related in or related to the position to be filled. To be creditable, the specialized experience must have been at the GS-11 grade level or equivalent under other pay systems in the Federal Service. Examples of creditable specialized experience includes working with use and impact of environmental data to military planning and operations; relational database theory and data modeling techniques. Experience with automated observing systems and meteorological modeling techniques. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of climatology and meteorology is required. Knowledge of related fields to include physical geography, oceanography, geology, astronomy, statistics, computer science, data modeling, and other related geophysical and mathematical disciplines is highly desirable.
2. Detailed knowledge of data modeling techniques including IDEF methodologies is desired. Knowledge of the Federal Geophysical Data Content Metadata Standard is desired. Knowledge of Federal Meteorological Handbooks and Air Force Instructions and regulations dealing with records maintenance, archive and metadata issues.
3. Detailed knowledge of relational database technologies and Structured Query Language is required. Demonstrated ability to use data modeling and data flow diagram software is highly desired.
4. Demonstrated ability to lead teams and groups carrying out large projects to include the ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit.
5. Knowledge of allied computer disciplines such as software development techniques, configuration management, database design, database management, and WEB services is highly desirable.
6. Demonstrated ability to coordinate activities among a diverse group of people of various technical backgrounds in order to complete projects effectively and in a timely manner to include skill in managing several projects simultaneously. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Pay Range
$76,721.00 - $99,741.00
