Job Summary

You will serve as Naval Information Warfare Center (NIWC) Pacific's Chief Distinguished Scientist, the Head of the Science and Technology (S&T) Forecasting, Assessment and Transition Division, and the Naval Information Warfare Systems Command (NAVWAR) Deputy Chief Technology Officer (DCTO). THIS IS A DIRECT HIRE ANNOUNCEMENT (see the Additional Information section for further information regarding this Direct Hire Authority).

Major Duties

  • You will guide research, development and engineering while executing technical supervisory responsibilities across the Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) technical domains.
  • You will collaborate with NIWC Pacific senior leadership on the direction and management of the Center's General and Administrative business operations its scientific and technology component functions and programs.
  • You will conduct and assess independent and leading edge science and technology projects with C4ISR, cyber, or space applications.
  • You will formulate, plan and drive the collaborative execution of complex science and technology projects and facilitate the maturation and transition of these efforts.

Qualifications

The applicant is to provide a separate narrative statement which describes fully, but concisely, how his/her experience supports each of the following Mandatory Technical Qualifications. Each technical qualification narrative should not exceed 2 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration: 1. Demonstrated significant specialized experience and technical expertise in a scientific field gained through high level basic and applied research, experimentation, and/or systems engineering. One year of this experience should be planning and executing highly technical programs of national significance. (ex. 5 or > yrs experience, with 1 yr national significance = max 5 score, decrement for less experience) 2. Demonstrated ability to lead and manage organizations conducting research in the physical sciences, computer science, engineering, or mathematics with multidisciplinary expertise that spans the C4ISR, cyber, and space technical fields. Documented experience in addressing manpower, facilities, equipment, and financial resource requirements. 3. Ability to lead key strategic S&T objectives or initiatives that develop and maintain a strong S&T base and improve technology transition. Proven familiarity with Department of Defense (DoD) and Department of the Navy (DON) technology transition venues/programs, and technology transfer opportunities with industry and academia. 4. Demonstrated knowledge and technical expertise in formulating, planning, organizing, and executing S&T projects. Includes proposal submission, technical reviews, presentation, peer reviewed publication and patenting. 5. Proven experience in building strategic partnerships and providing technical vision and strategic focus to S&T initiatives. Record of collaboration with DON, DoD, other government agencies, coalition partners, industry and/or academia. Experienced in the development of technology road maps that address naval capability gaps and deliver technical solutions for both near and long term. Pay Range

$170,308.00 - $181,500.00
