This position is located in the National Marine Fisheries Service (NMFS), Greater Atlantic Regional Fisheries Office (GARFO), Habitat Conservation Division (HCD) with one vacancy in Annapolis, MD.

Major Duties

As a Marine Habitat Resource Specialist, you will perform the following duties:
• Independently review and analyze coastal development actions to determine range of impacts on marine fish habitat and other aquatic resources.
• Develop and communicate recommendations to Federal and State agencies to avoid, minimize, or offset impacts on marine and coastal fish habitats.
• Interpret and implement policies and regulations for marine habitat protection under the Magnuson Stevens Act, and other appropriate regulations.
• Communicate quantitative and/or qualitative information in a clear and concise fashion with individuals at all levels and represent the Agency in meetings or interagency forums to build coalitions, with minimal oversight.

Qualifications

Transcripts must be submitted with your application package. You MUST meet the following requirements:EDUCATION:

To qualify at the 0401 series:This position requires applicants to meet the Basic Education Requirement in addition to at least one year of specialized experience in order to be found minimally qualified. You MUST meet one of the following basic education requirements.

A. DEGREE:biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

B. COMBINATION OF EDUCATION AND EXPERIENCE:Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

AND

SPECIALIZED EXPERIENCE:Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.To qualify at theZP-3 or GS-11 level:In additionto meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-09in the Federal service. Specialized experience MUST include all of the following: Contributing to the analysis of technical environmental impact evaluations that include coastal development for the conservation of marine fish habitat and other aquatic resources;

Assisting to implement policies and regulations under the Magnuson Stevens Fishery Conservation and Management Act and other appropriate legislations; and

Helping to coordinate with scientific organizations to promote stewardship of living marine resources and habitats. ORSUBSTITUTION OF EDUCATION:3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.ORCOMBINATION OF EDUCATION AND EXPERIENCE:A combination of education and experience listed above.

Note: Only graduate education in excess of two years is qualifying for combination.

Pay Range

$72,030.00 - $112,240.00
