Job Summary

This position is located within the Department of Commerce, National Oceanic and Atmospheric Administration,National Marine Fisheries Service, Office of Protected Resources, Permits and Conservation Division, with two vacancies in an undetermined location.
Major Duties
As a Marine Resources Management Specialist, you will perform the following duties:
• Use scientific data to evaluate impacts of human activities on marine mammals, identify appropriate mitigation and monitoring measures, and develop analyses to support agency findings under the Marine Mammal Protection Act (MMPA).
• Process incidental take authorizations (ITA) requests pursuant to the MMPA and NMFS’ policies, including reviewing applications, documenting analyses and decision-making, responding to public comment, and drafting documents to present scientific and policy findings in conformance with the Administrative Procedures Act.
• Evaluate and conduct associated National Environmental Policy Act analyses and ensure compliance with the Endangered Species Act and other applicable statutes.
• Support program planning, monitoring, improvement, and policy development within the Division and throughout the agency.
• Communicate with the public, Federal Agencies, and other NOAA programs and leadership to convey scientific analyses, program policies, requirements, and issues.

A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
AND
SPECIALIZED EXPERIENCE:Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.To qualify at theZP-3 or GS-11 level: In additionto meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-09in the Federal service. Specialized experience MUST include all of the following: Supporting approaches to conserving and protecting living marine resources and their habitats; and
Assisting with scientific data or researching policies related to marine mammals or protected species. ORSUBSTITUTION OF EDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.ORCOMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience. NOTE: Only graduate education in excess of two years is qualifying for combination.
Pay Range
$69,581.00 - $108,422.00
