The primary purpose of this position is to perform technical duties as the 2d Weather Group (2 WXG) Chief Technical Advisor, providing scientific, communications and acquisition expertise in performance of work supporting the AF, DoD, Intelligence Community, federal government, coalition partners, Combatant Cdr, Wing, 2d Weather Group, and geographically separated units.
Major Duties
- Converges operational meteorological and cyber capabilities for environmental information warfare effects.
- Leads in-depth scientific consulting efforts as technical expert for evolving meteorological, communications and acquisition programs in close coordination with the System Program Office.
- Leads data governance and stewardship activities for Wing's mission to serve as the Air Force's designated authoritative environmental data warehouse.
- Serves as the senior civilian to Wing unit with preponderance of the Wing civilian workforce that is comprised of 15 different occupational codes.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualifications Standards for General Schedule Positions, Professional and Scientific Positions. BASIC EDUCATION REQUIREMENT: Must have a degree in meteorology, atmospheric science, or other natural science major that included: 1) At least 24 semester (36 quarter) hours of credit in meteorology/atmospheric science including a minimum of: a) Six semester hours of atmospheric dynamics and thermodynamics b) Six semester hours of analysis and prediction of weather systems (synoptic/mesoscale); c) Three semester hours of physical meteorology; and d) Two semester hours of remote sensing of the atmosphere and/or instrumentation. 2) Six semester hours of physics, with at least one course that includes laboratory sessions. 3) Three semester hours of ordinary differential equations. 4) At least nine semester hours of course work appropriate for a physical science major in any combination of three or more of the following: physical hydrology, statistics, chemistry, physical oceanography, physical climatology, radiative transfer, aeronomy, advanced thermodynamics, advanced electricity and magnetism, light and optics, and computer science (NOTE: A copy of your Transcripts must be submitted). NOTE: There is a prerequisite or corequisite of calculus for course work in atmospheric dynamics and thermodynamics, physics, and differential equations. Calculus courses must be appropriate for a physical science major. OR COMBINATION OF EXPERIENCE AND EDUCATION: Course work as shown above, plus appropriate experience or additional education (NOTE: A copy of your Transcripts must be submitted). AND SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of one or more specialized areas of meteorology to analytical developments, methodologies, and research findings to studies of nature or to previously unsolvable problems; researching techniques; obtaining information concerning subject studies to perform sound analyses and publicize results; knowledge of analytical theories, principles, concepts, methods, and techniques to provide expert judgments concerning the validity of assumptions made and evaluating alternatives; coordinating projects in assigned areas of responsibility; interpreting administrative laws, policies, regulations, and precedents applicable to the administration of national Command and Control systems; applying, the business value of information, methods and approaches for sharing information through the use of assets; applying information technology techniques and business operations to operations of environmental strategic data centers and architectures; performance measurement tools; methods for identifying and resolving civilian workforce issues to develop knowledge management program plans, policies, and standards; developing, implementing, and interpreting metrics for the evaluation of meteorological program effectiveness and efficiency. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Demonstrates knowledge of meteorological theory, principles, standards, methods, and state-of-the-art capabilities. In-depth technical mastery of meteorological forecasting, data processing, and communications processes. Ability to develop and recommend new, aggregate solutions and systems modifications to address complex meteorological and climate issues across joint domains. Demonstrates developing and applying strategic policy, plans, procedures, regulations, and techniques related to specialized technical work of the unit, including the ability to maintain credibility with other technical experts. Possesses communication skills to converse at the scientific-level with senior scientists, geophysicists, information technology specialists, and engineers. Mastery of data center architectures, software management principles, and life-cycle planning and development, in order to optimize meteorological system integration and assimilation for data center operations. Knowledge of end-user requirements for meteorological information and the ability to translate into capability gaps, needs, and requirements for future state meteorological and climate technology systems. Capacity to isolate and analyze strategic organizational issues, conduct extensive research, summarize and publicize results, and argue and implement mission-critical recommendations Knowledge of system acquisition and fiscal laws, regulations, and procedures. Highly advanced understanding of contracting procedures. Ability to inspire, motivate, and consult with other technical experts towards goal accomplishment. Leadership ability to coach, mentor, and challenge subordinates. Ability to adapt leadership style to a variety of situations and to model high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors. Ability to hold others accountable as required. Also, an advanced ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing. Skill in interpersonal relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Pay Range
$108,160.00 - $140,606.00
