Job Summary

This is a permanent position with Headquarters, US Army Corps of Engineers, Directorate of Civil Works located at the Government Accountability Office (GAO) building in Washington, D.C. NOTE: This is a re-announcement. If you previously applied, you must reapply for consideration.

Major Duties

  • Works under the general supervision of the Chief, Natural Resources Management branch for the Operations Community of Practice, Directorate of Civil Works.
  • Serves as the senior National Resources (NRM) Program Manager for the following command-wide programs: Environmental Compliance, Sustainability and Energy.
  • Within programs will be responsible for developing policy for Natural Resources program implementation to ensuring sound management of natural, cultural and developed resources.
  • Establishes the direction, policy, technical guidance and review work of teams and task forces supporting assigned programs.
  • Evaluates field submissions to ensure legality, appropriateness and compatibility with objective of obtaining the best possible use of available resources in the public interest consistent with authorized project purposes.
  • Reviews policy issues and makes recommendations to the Chief Natural Resources, the Operations Community of Practice, the Director of Civil Works, and the Office of the Assistant Secretary of the Army for Civil Works.
  • Develops and promulgates long term and annual program budget goals and objectives for assigned programs, consistent with agency program goals.
  • Provides guidance to the field as it relates to annual budget development, review and defense.
  • Presents and defends annual budget to higher authority, include the Assistant Secretary of Army, Civil Works, and Office of Management and Budget.
  • Represents the Natural Resource Program and Operations Community of Practice at conferences and various public, interagency, and congressional meetings.
  • Develops training requirements for Natural Resources team members relating to key issues of assigned programs.
  • Training responsibility includes establishing, executing and monitoring programs to accomplish program goals and objectives.
  • Participates as an instructor and/or proponent for new and on-going training programs and initiatives.

A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.ORB. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Experience required at GS-13: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: serving as technical advisor to natural resources and stewardship/compliance of water resource development programs/projects, land and/or water management, data collection and data management systems, budget development and execution, and political processes for execution of protection, development, and utilization of land management, recreation, wildlife, fire, forestry, and water resources; providing training and education to staff on natural resource programs, Civil Works budgetary, funding procedures, financial management issues; and implementing ways to mitigate planning and policy issues and developing effective resolutions to improve natural resources management programs issues/problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Experience required at GS-14: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: serving as the senior Natural Resource Management (NRM) Advisor in providing guidance, training, developing and implementing policies, regulations, new and proposed legislation at the national level to ensure sound management of natural, cultural and developed resources; managing recreation, regulatory, environmental planning, natural resources management, land management, and environmental stewardship/compliance of water resource development programs/projects; providing management, consultation, staff coordination, review and evaluation of natural resource, recreation, environmental and land management programs; and justifying, defending and supporting Civil Works budgeting, funding procedures, procurement, and financial resources to key personnel such as Office of Management and Budget (OMB) and Office of the Assistant Civil Works (ASA(CW); and representing the organization in higher level meetings, conferences to promote acceptance of natural resources/water resources programs, strategic goals and initiatives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Pay Range

$102,663.00 - $157,709.00
