Job Summary

This position is located in the U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC) Business Center (FBC), Environmental Activities Division (ENV) in Washington, DC. The FPAC Mission Area is USDA's focal point for the nation's farmers, ranchers, and forest land owners. The primary purpose of the position is focused on farm loan environment compliance requirements of the National Environmental Policy Act, Endangered Species Act, and National Historic Preservation Act.

Major Duties

  • The position administers natural resources management programs and policy nationwide, specifically related to the environmental compliance for FPAC farm loans.
  • Provides direction for a wide range of complex natural resources management programs and initiatives.
  • Provides assistance and coordination to leadership in the development and use of all relevant automated business tools.
  • Collaborates with team members, USDA and FPAC employees in different areas and regions, and other agencies when applicable to conduct independent research, policy analysis, evaluate data, and the development of analytical reports.
  • Ensures the mission of the FPAC Agencies are accomplished through successful education and training regarding environmental compliance for FPAC farm loans.
  • Prepares briefing materials and issue papers and responses to Congressional, Departmental, interagency, and public inquiries. Coordinates with other staff in reviewing and drafting proposed legislation.

Qualifications

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in grade requirements for the GS-13 level; and one year at the GS-13 is required to meet the time-in-grade requirements for the GS-14 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. BASIC REQUIREMENTS: A. Degree: Bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position (Transcripts are required); OR

B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education (Transcripts are required). In addition to meeting one of the Basic Requirements listed above, applicants must meet the following

Minimum Qualification Requirements in order to be considered: MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying. Specialized Experience for the GS-13: At least one full-time year (12 months) of specialized experience, equivalent to at least the GS-12 grade level in the Federal service, performing the following duties: Working with the National Environmental Policy Act of 1969 (NEPA), the Endangered Species Act of 1973 (ESA) and the National Historic Preservation Act of 1966 (NHPA), related to farm loans and similar programs, (i.e., farm storage facility loans, conservation loans, etc.); Assisting with training on environmental compliance issues for farm loans and assessment of natural resources; Assembling and analyzing environmental compliance materials to identify needs and recommend policy positions; Applying evaluative techniques to identify trends related to environmental compliance issues. Specialized Experience for the GS-14: At least one full-time year (12-months) of specialized experience, equivalent to at least the GS-13 grade level in the Federal service, performing the following duties: Developing policies and program implementation guidelines for nationwide application on environmental compliance issues to clarify and/or define farm loan environmental compliance policies and procedures at the State or National level; Providing written materials related to litigation on farm loan environmental compliance issues; Conducting special studies and analyses to address emerging issues and providing relevant information and recommendations to the National Environmental Coordinators (NEPA, ESA, and NHPA); Drafting written materials and/or technical reports, articles and papers for the Environmental Activities Division (ENV); Providing leadership to teams. Pay Range

$102,663.00 - $157,709.00
