Job Summary
This position is in the Southern Regional Office Cooperative Forestry Unit located in Atlanta, GA. The incumbent serves as a Natural Resource Specialist performing duties related to the Forestry/Forest Health Cooperative & International Forestry Program assisting the Coop Forestry Program Manager. Major Duties
- Duties listed are at the full performance level GS-11.
- Manages one or more of the cooperative forestry or national forest system programs that achieve multiple natural resource goals.
- Maintains liaison with employees of Federal and State governments, local officials, and private organizations or landowners.
- Communicates the program mission and vision to diverse audiences through presentations, strategic plans, work plans, and other written and verbal forms of communications.
- Assists with the development of briefing materials and updates for Regional and National leadership.
- Provides technical assistance, along with program manager and partners, in one or more of the cooperative forestry programs to enhance technical skills.
- Provides assistance to partners in development of annual and long term plans.
- Serves as program manager in the administration of grants and cooperative agreements with state and private entities consistent with OMB and agency regulations and policies.

0401 Series: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience with courses equivalent to a major described above, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement:
For the GS-09: One year of specialized experience equivalent to at least the GS-07 grade level. Examples of specialized experience are: Performed duties of limited scope and complexity in a cooperative forestry or other natural resource related program that achieved multiple natural resource goals including those of state forest action plans, public land and resource management plans and other federal, state, and local strategic plans; assisted in communicating the program mission and vision to diverse audiences through preparing for supervisory review: presentations, strategic plans, work plans, and other verbal forms of communication; assisted in the administration of grants and agreements with government entities and non-profit organizations consistent with agency regulations and policies; assisted in providing technical assistance, under supervision of the program manager and alongside partners, to enhance forestry technical skills of others.
OR
a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related;
OR
an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. For the GS-11: One year of specialized experience equivalent to at least the GS-09 grade level. Examples of specialized experience are: Assisted in the delivery of a cooperative forestry or natural resource related program that achieved multiple natural resource goals including those of state forest action plans, public land and resource management plans and other federal, state, and local strategic plans; assisted in communicating the program mission and vision to diverse audiences through presentations, strategic plans, work plans and other verbal forms of communication; assisted in the administration of grants and agreements with government entities and non-profit organizations consistent with agency regulations and policies; assisted in providing technical assistance in concert with managers to enhance forestry technical skills of others.
OR
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (coursework directly related to position being filled)
OR
Appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Pay Range
$55,738.00 - $67,437.00
