Major Duties

The duties listed are at the full performance level, GS-11. At the GS-07 and -09 levels, the incumbent will be more closely supervised and work will be reviewed before finalized. You will work primarily on Oil and Gas resource issues. You will coordinate authorization of oil and gas, geophysical and other land use activities with other BLM Field Office staff, industry professionals, state, and other federal agencies and county and local governments and consultants. You will participate on interdisciplinary teams developing National Environmental Policy Act (NEPA) documents. You will ensure compliance with federal regulations and resolution of conflicting issues. You will inspect surface disturbing activity sites (i.e., oil and gas well pads, rights-of-way, geophysical projects) to ensure regulatory compliances, resource protection, site rehabilitation, etc.

Physical Demands: In addition to sedentary office work, this position may require walking or riding vehicles over rough terrain, bending crouching, reaching or lifting.

Work Environment: Work is typically performed in an office setting. However, field work may involve exposure to temperature extremes, inclement weather, and/or environmental conditions such as wildlife, chemical, or physical hazards.

Specialized Experience Requirements:In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.Examples:

To qualify at the GS-07 level applicants must meet the Basic Education Requirement as stated in theRequirements section of this announcementAND have either1 year of specializedexperience in natural resources work equivalent to GS-05 level in the Federal service ORSuperior Academic Achievement OR have1 year of graduate education leading to a masters degree in natural resource management or a directly related field ORhave an equivalent combination of specialized experience and related graduate education described above.Specialized experience for the GS-07 level is defined as training or experiencein reviewing and oil and gas permit applications with oversight by higher level specialist, and training or experiencereviewing analysis of environmental impacts ofenergy development.

To qualify at the GS-9 level applicants must meet the Basic Education RequirementAND have 1 year of specialized experience in natural resources work equivalent to GS-7 level in the Federal service OR 2 years of graduate education leading to a masters degree in natural resource management or a directly related field OR have an equivalent combination of specialized experience and related graduate education described above. Specialized experience for the GS-9 level is defined as experience processing oil and gas permit applications with review by a higher level specialist andpreparing analyses of environmental impacts of energy development such as NEPA.

You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.

Pay Range

$47,262.00 - $75,149.00
