Job Summary

This position is located in the Easements Program Division (EPD) under the Deputy Chief for Programs, Office of the Chief, National Headquarters, Natural Resources Conservation Service, Washington, D.C. This position has primary responsibility for support and development of national programmatic, policy and procedural functions and activities of multiple conservation easement programs. The incumbent may supervise staff consisting of two easement specialists.

Major Duties

  • Prepares rules, regulations and procedures for conservation easement programs.
  • Manages budgets, prepares apportionment request materials and makes recommendations on current and prior year allocations and expenditures.
  • Serves as a subject matter expert in the development and maintenance of conservation easement program databases for use in program analysis.
  • Reviews easement compensation packages to ensure compliance with policy, determines acceptability of submissions and works with states to resolve issues.

Qualifications

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level and one year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted). Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year. See addition information. Applicants must meet all qualifications and eligibility requirements by the 11/29/2019 of the announcement. BASIC REQUIREMENTS:A. Degree: Bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position (Transcripts are required.);

B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education (Transcripts are required.) In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying: GS-13 Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-12 grade level in the Federal service, performing the following duties: Check and compare date sources to ensure accuracy of analytical work and other easement program activities; Serve as subject matter expert in the development and maintenance of conservation easement program databases for use in program analysis; Works with other staff members in the preparation of special studies, analyses, and other reports as assigned; and Assist with drafting policies revisions as necessary to promote consistency and program efficiency. GS-14 Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-13 grade level in the Federal service, performing the following duties: Develop and maintain Agency-wide policies and procedures of moderate to complex scope relating to conservation easement programs; Put together rules, regulations and procedures for Agricultural Conservation Easement Program-Wetland Reserve Easements (ACEP-WRE), Wetlands Reserve Program (WRP) and Emergency Watershed Protection Program (EWPP), and other conservation easement programs; Serve as a subject matter expert in the development and maintenance of conservation easement program databases for use in program analysis; Propose and draft policy revisions as necessary to promote consistency and program efficiency; and Assist with development, reporting and revision the Division's Business Plan and other strategic and budgetary documents. Pay Range

$99,172.00 - $152,352.00
