Job Summary
This position is located on the Santa Fe National Forest - Supervisor's Office, located in Santa Fe, NM. The incumbent provides Regional and Forest support in air resource management, regulatory compliance and resource protection for air pollution. The position serves as an air quality point of contact for various Forests within the Region. Major Duties
- Work as a team member with the Regional Air Resource Management (ARM) Program Manager and other ARM specialists in the Region.
- Coordinate with air resource entities of federal, state, county and city governments as well as private and non-government air quality interest groups.
- Design and implement inventory and monitoring methods to identify and evaluate the changing condition of flora, fauna, water, visibility and other resources at risk from air pollution.
- Build and maintain an air quality monitoring database, providing data and reports to various users.
- Provide advice to forests on the National Environmental Policy Act (NEPA) and state and local regulations as they may affect forest protection and management programs.
- Review ?Prevention of Significant Deterioration? (PSD) applications and works with other Forest Specialists to provide timely response to the permitting authority regarding potentially adverse impacts on National Forests.
- Assist in incorporating air resource management in the revision of forest plans.

GS-401:
Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in a major field of study that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Related course work generally refers to courses that may be accepted as part of the program major.
OR
Combination of education and experience that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, AND experience sufficient to demonstrate that I possess the knowledge, skills, and abilities required to perform work in the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation. GS-1301: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

Combination of education and experience -- education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement:
For the GS-12: You must have one year specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as some of the following: I have one (1) year of specialized experience equivalent to a GS-11 grade level. Examples of work experience that meet this requirement include: performed the duties of being a National Environmental Policy Act (NEPA) Interdisciplinary Team Leader and/or Team Member for various land use projects; provided technical input to NEPA documents specific to physical resources such as geology, hydrology, or soil science, and is proficient in determining effects of projects on climate change and greenhouse gases; supported Forest Planning and NEPA projects as an air quality specialist preparing analyses and written reports as well as a technical expertise providing advice to forests regarding how forest management may affect air quality; providing technical support to forests on compliance with federal, state, and local regulations, and identifies standards and guidelines to meet program objectives while complying with air and water quality regulations; serves as program manager and contracting officer representative regarding grants, agreements and contracts that support forests restoration programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
Pay Range
$77,204.00 - $100,369.00
