This position is located on the Fishlake National Forest, Beaver Ranger District, Beaver UT. Responsible to develop annual work plans, execute and administer short range plans relating to recreation, lands, trails, and special uses activities. Major Duties
- Duties listed are at the full performance level GS-9.
- Conduct surveys and studies of existing dispersed and developed recreation facilities and their present use and demand.
- Recommend potential sites or areas for additional recreation use and planned development with suggested priorities for development.
- Develop, plan, and monitor new construction of recreation trails, parking areas, trailhead facilities, campgrounds, picnic areas, parking areas, and access roads in consultation with other resource personnel.
- Gather relevant information and project cost for recreation facilities, maintenance, and operation.
- Participate in the development, administration, and execution of annual work plans for recreation resources in compliance with agency guidelines and direction.
- Process special use applications including on-the-ground investigations of site suitability, preparation of associated environmental assessment reports, and special use permits in final form for the supervisor's review.
- Develop environmental documents including impact of statements concerning proposed recreational sites, wilderness, trails, or Off Highway Vehicles (OHV) programs on other resources.
- Work with local law enforcement agencies to ensure compliance with OHV operations with federal laws, reporting all known violations of law or regulations.
- Supervisory duties of less than 20% at the GS9 level only.

Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown in above, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.
For the GS-07: You must have one year of specialized experience equivalent to at least the GS-5 grade level; Examples of specialized experience are: Performing basic duties and receiving training pertaining to forest recreation program; assisting higher grade employees or working as a team member in accomplishing selected portions of projects which include collecting field data on lands, trails and special uses for preparation of management plans; and assisting in writing reports of technical nature in support of natural resource planning. OR one full year of graduate level education; OR an appropriate combination of graduate level education and specialized experience; OR Superior Academic Achievement (to determine if you are eligible, go to: http:/www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp).The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. For the GS-09: You must have one-year specialized experience equivalent to at least the GS-7 grade level; Examples of specialized experience include: Participating in the drafting of annual work action plans for carrying out recreation management decisions; working alongside of senior members to develop potential recreational sites or areas for additional recreation use and planned development; and assisting with other resource management activities by analyzing the impact of those sources on the recreation program. OR a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
Pay Range
$43,251.00 - $68,777.00
