Job Summary
This position is located in the Eastern Region, Regional Office in the State and Private Forestry group. The position has a working title of Landowner Assistance Program Manager and provides Federal leadership and assistance in the stewardship of natural resources to other agencies and partners. Major Duties
- As Program Leader, manage the Cooperative Forestry Landowner Assistance Program by planning and implementing all aspects of the program.
- Develop and manage cooperative forestry policy, goals and objectives of all federal pass-through grant programs.
- Provide significant and innovative recommendations for Stewardship, Rural Forestry Assistance, restoration and other natural resource programs related to the Forest Service.
- Collaborate and build relationships with internal and external partners.
- Collect, analyze, and display information related overall program goals and guidelines.
- Compile reports, briefs, and other documentation for distribution to Leadership and internal and external parties.
- Foster and maintain relationships with governmental and nongovernmental organizations to achieve program goals.
- Serve as the representative for investigations, in the formation of the agency?s viewpoint and policies, and on state, regional, and national boards, commissions, committees, and task forces.
- Communicate the program mission and vision to diverse audiences.

OR Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in a major field of study that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Related course work generally refers to courses that may be accepted as part of the program major. OR Combination of education and experience that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, AND experience sufficient to demonstrate that I possess the knowledge, skills, and abilities required to perform work in the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-13: You must have one year specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as Provided leadership and/or guidance in the management of natural resource related programs that target private forest landowners; and one or more of the following: Implemented and executed project plans for a natural resources program area which included projects related to Cooperative Forestry; Coordinated assigned programs and plans with other resource management functions; Provided recommendations on development and execution of natural resource programs related to Cooperative Forestry to ensure their accomplishment within applicable guidelines; Prepared and/or assessed short-range and long-range functional resource and fiscal plans to ensure compliance with natural resource policies and regulations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
Pay Range
$95,173.00 - $123,728.00
