Job Summary
This position is with the Admiralty Island National Monument in Juneau, Alaska. Major Duties
- The incumbent evaluates simple and complex special use proposals according to regulatory screening criteria.
- As part of the application process, the incumbent provides program specific technical advice to interdisciplinary (ID) teams preparing environmental analyses and necessary documents to fulfill NEPA requirements for special use authorizations.
- The incumbent is also responsible for contacting various publics, other governmental personnel, and Forest Service specialists to conduct financial and technical capability determinations, and to determine compliance with forest plan direction.
- This position provides technical advice on the appropriate authorities and fees for issuance of special use authorizations in accordance with policy, laws, regulations, and local conditions.
- The position also apprises forest staff and special use authorization holders of policy changes, audit requirements, and fee adjustments.
- Travel and field time are required to complete inspections, and perform monitoring.
- Travel may be on foot in a rain-forest or alpine setting, via motor vehicle, float plane, helicopter, boat, or commercial jet. Some of these modes of travel require specialized training and certification.

GS-0401:
Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-09: You must have one year specialized experience at or equivalent to the next lower grade level (GS-07) in the Federal service. Examples of specialized experience include: Assisted with evaluating special use and lands issues in planning and organizing special use permits, provided program input into the natural resources planning process, assisted with developing an annual program of work; assisted with tracking permit holder status and assisted with inspections of permit holder facilities. Created recreation and non-recreation special use permits in a database; OR a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
Pay Range
$59,165.00 - $76,915.00
