Job Summary

This position is located in Plumas National Forest, Beckwourth Ranger District. This position is located on a Forest Service unit and has responsibility for the development of annual work plans and the execution and administration of short range plans relating to recreation, lands, trails, special uses, and minerals activities. Major Duties

  • This position performs supervisory duties 20% or less of the time.
  • Establish working relationships with government and non-government partners to maintain natural resources management activities.
  • Determine permit requirements to protect resources such as air, water and land quality based on impact assessments.
  • Collect and/or evaluate resource data using current policy and guidelines to make accurate decisions.
  • Gather relevant information for cost projections of recreation facilities and related maintenance and operation.
  • Maintain unit information to monitor recreation resources program activities through the use of databases.
  • Develop technical progress reports on program activities for senior leadership.
  • Prepare written communication, such as environmental analysis reviews, reports, evaluations and impact statements, for management review and approval.
  • Review and create permit applications for natural resource program activities.
  • Prepare and issue draft/final or modified permits, fact sheets and public notices for natural resource program activities.
  • Communicate program information to the public regarding management practices, rules, and regulations relating to all developed recreation areas.
  • Negotiate with private landowners and/or mining claimants to secure rights-of-ways deeds or easements.
  • Report all known violations of law or regulations to proper authorities
  • Serve as the point of contact on long-range and annual work plans for the natural resources programs/projects.
  • Develop and monitor the budget for long-range and annual work plans for the natural resource programs/projects.
  • Provide advice in the administration of recreation programs and projects for new recreation facilities or activities.
  • Collect data and recommend actions for a balanced budget in recreation programs.

Qualifications

Basic Requirement: GS-401: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement:

GS-09 level: Applicants must have one year of specialized experience equivalent to the GS-7 grade level. Examples of specialized experience include: Assisted with evaluating special use and lands issues in planning and organizing special use permits: Provided program input into the natural resources planning process; Assisted with developing an annual program of work; Assisted with tracking permit holder status and assisted with inspections of permit holder facilities; Created recreation and non-recreation special use permits in a database; OR, a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in a related field; OR, an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level, related to the position). The education was obtained in an accredited college or university and demonstrates the knowledge, skills, and abilities necessary to do the work. GS-11 level: Applicants must have one year of specialized experience equivalent to the GS-9 grade level. Examples of specialized experience include: Provided input for the unit interdisciplinary planning teams; Participated in development of the unit program of work for all aspects or portions of the unit-planning program: Advised, coordinated or reviewed the annual operating plans and budgets; Conducted routine environmental studies and evaluations and developed environmental analysis reports linking a variety of resources, such as recreation, special uses, facilities, and travel management; OR, three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (coursework directly related to position being filled); OR, an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

$52,905.00 - $83,210.00
